The Central Executive Committee issued Regulation 231-QD/TW on January 17, 2025, regarding the protection of fighting against corruption, waste, and negative acts.

According to Article 5 of Regulation 231-QD/TW on January 17, 2025, the rights and responsibilities of individuals fighting against corruption, waste, and negative acts are as follows:

* Rights of individuals fighting against corruption, waste, and negative acts

- Entitled to be informed about protection measures; rights and obligations when such protection measures are applied.

- Entitled to request changes, additions, termination of the application of protection measures; refuse to apply protection measures.

- Entitled to compensation according to the law on the State's liability for damages when a competent authority does not apply protection measures or does not apply them promptly, causing damage to the life, health, property, and spirit of the individual fighting against corruption, waste, negative acts, or their family members.

* Responsibilities of individuals fighting against corruption, waste, and negative acts

- To implement conformably with the Communist Party's policy and State law regarding the handling and resolution of feedback, denunciations, and allegations of corruption, waste, and negative acts; without affecting the legitimate rights and interests of organizations and individuals.

- To comply with the requests from competent agencies, organizations, or individuals in protecting, providing information, and documents related to the fight against corruption, waste, and negative acts; while being accountable for the accuracy and truthfulness in providing information and documents.

- To provide evidence (if any) proving that their legal rights and interests or those of their family members are being threatened, persecuted, retaliated, or infringed upon.

- To comply with the final resolution conclusions of competent organizations, agencies, and units, as well as other related regulations of the Communist Party and State law.

According to Clause 1, Article 2 of Regulation 231-QD/TW on January 17, 2025, individuals fighting against corruption, waste, and negative acts are those who report, denounce, or expose acts of corruption, waste, and negative practices by agencies, organizations, or individuals in carrying out assigned duties, public tasks, or in managing and utilizing public finances, public assets.

Principles for implementing protection in the fight against corruption, waste, and negative acts in Vietnam

The principles for implementing protection in the fight against corruption, waste, and negative acts according to Article 3 of Regulation 231-QD/TW on January 17, 2025 are as follows:

- Party committees, Party organizations, and leaders must promptly direct and resolve according to their authority information related to the fight against corruption, waste, and negative acts; protect information and documents in accordance with the law, ensuring comprehensive leadership and direction by the Communist Party for the protection of individuals fighting against corruption, waste, and negative acts.

- Individuals fighting against corruption, waste, and negative acts and their family members are entitled to prompt protection measures, ensuring their safety; protected legal rights and interests.

- Proactively prevent, detect, promptly thwart, and strictly handle organizations or individuals who threaten, retaliate, or persecute individuals fighting against corruption, waste, and negative acts, and those who exploit the fight against corruption, waste, and negative acts to make false accusations, distort truths, or disrupt internal unity.

Regulation 231-QD/TW takes effect from January 17, 2025, and is disseminated to the grassroots party cells.

Regulation 231-QD/TW on January 17, 2025, stipulates principles, content of protection, responsibilities of party committees, Party organizations, and leaders in protecting individuals fighting against corruption, waste, and negative acts; rights and responsibilities of individuals fighting against corruption, waste, and negative acts; commendation and handling of violations.

Regulation 231-QD/TW on January 17, 2025, applies to party committees, Party organizations leading and directing anti-corruption, waste, and negative acts; individuals fighting against corruption, waste, and negative acts and their family members (hereinafter referred to as family members); related agencies, organizations, and individuals.
