Standard Qualifications of Teachers in National Defense and Security Education

Article 6 of Decree 13/2014/ND-CP stipulates the standard qualifications for teachers and lecturers in national defense and security education as follows:

For teachers, one of the following standard qualifications is required:

- Bachelor’s degree in national defense and security education;- University degree in another major and a training certificate for teachers and lecturers in national defense and security education;- Secondary degree in the training major for teachers in national defense and security education.

For lecturers, one of the following standard qualifications is required:

- Bachelor’s degree or higher in national defense and security education;- Military or police officers with a university degree or higher;- University degree or higher in another major and a training certificate for teachers and lecturers in national defense and security education and a professional pedagogical training certificate.

The 2013 Law on National Defense and Security Education clearly states that the training of teachers and lecturers in national defense and security education is carried out as follows:

- Formal training in the national defense and security education major, focusing on 4 years with the target admission group being those who have graduated from high school;- Two-year secondary degree training, focusing on the target admission group being those who have obtained a university degree in another major;- Eighteen-month secondary degree training, focusing on the target admission group being teachers and lecturers currently teaching at high schools, vocational education institutions, and higher education institutions who have a training certificate in national defense and security education with a training period of no less than 6 months.

Teachers and lecturers in national defense and security education are periodically trained and refreshed at institutions of the people's armed forces and centers of national defense and security education.
