This is a notable regulation in Circular 89/2014/TT-BGTVT issued by the Minister of Transport to amend and supplement several articles of Circular 29/2009/TT-BGTVT dated November 17, 2009, by the Ministry of Transport, providing guidance on the implementation of certain articles of the Agreement on Facilitating the Transport of People and Goods.
The road transport permit for GMS provided to vehicles is valid for 01 year from the date of issuance. Additionally, the revocation and reissuance of GMS road transport permits for vehicles are stipulated in Article 7 Circular 29/2009/TT-BGTVT and amended by Clause 4 Article 1 Circular 89/2014/TT-BGTVT as follows:

- The agency issuing the road transport permit for GMS is authorized to revoke the issued permit if the enterprise or cooperative fails to comply with the contents of the permit or violates the regulations on transport activity management;
- When the GMS road transport permit expires, is damaged, or lost, the enterprise or cooperative shall compile a dossier requesting the reissuance of the GMS road transport permit according to regulations (in the case of a lost permit, the reason must be clearly stated). Expired or damaged permits must be submitted to the issuing agency along with the dossier requesting the reissuance of the GMS road transport permit.
The extension of the GMS road transport permit and the duration of circulation for vehicles of countries implementing the Agreement on Facilitation of Cross-Border Transport of Goods and People among GMS countries (GMS Agreement) in Vietnam applies to vehicles of countries implementing the GMS Agreement whose permits have expired or have exceeded the allowed duration in Vietnam, provided there are legitimate reasons.
The Departments of Transport of provinces and cities under central authority, where vehicles encounter issues, have the authority to extend the GMS road transport permit.

Step 1: Organizations and individuals submit 01 dossier directly to the Department of Transport where the vehicle encountered the issue.
Step 2: Within 01 working day from the date of receiving a conformable dossier, the Department of Transport shall extend the GMS road transport permit for vehicles of countries implementing the GMS Agreement. The extension is recorded in the extension section of the vehicle activity logbook; if not extended, a written response stating the reasons must be provided on the same day of receiving the dossier.
