The Ministry of Information and Communications issued Circular No. 35/2017/TT-BTTTT on November 23, 2017, specifying the rights and obligations of enterprises with a transferred network.

According to Circular 35, businesses receiving network porting requests have the following rights and obligations:

- Receive requests for network porting registration and cancellation from mobile subscribers at their telecommunications service provision points.- Collect network porting service fees from subscribers registering for the network porting service and make payments to the Donor Network, Network and Service Development Support Center as stipulated in Clause 6, Article 4 of this Circular.- Preside and cooperate with the Donor Network, Network and Service Development Support Center, and related parties to resolve customer complaints related to the network porting service.- Provide land mobile telecommunications services to subscribers registering for the network porting service only after completing the review and verification processes to ensure subscriber information has been cross-checked, entered, stored, and managed in accordance with current regulations.
