Requirements for environmental impact assessment (EIA) technical conditions for mine exploitation in Vietnam

The Ministry of Natural Resources and Environment issued Circular 74/2015/TT-BTNMT stipulating the exploration, classification of reserves, and resources of Apatit mineral, effective from February 15, 2016.

Requirements for EIA and technical conditions for mine exploitation in Vietnam

In Article 19 of Circular 74/2015/TT-BTNMT, the regulation states that the exploration process must collect geological and environmental data to forecast and evaluate the major factors impacting the environment. It mandates the assessment of geological hazards and negative impacts on the environment caused by apatite ore exploration activities, and the proposal of preventive and mitigative measures. The content and extent of the environmental impact assessment must be included in the exploration project.

Additionally, Article 20 of Circular 74/2015/TT-BTNMT stipulates the requirements for assessing technical conditions for mine exploitation as follows:

- Preliminary assessment of mining boundaries, slope angles of the seam, bench slope angles, stripping ratio, stripping volume; preliminary assessment of rock pressure in the walls and pillars of ore bodies.

- Evaluation of non-industrial apatite ore areas as a basis for developing a mineral exploitation investment project and designing mine construction works.
