Below is the content of the regulation on reorganization of commune-level administrative units of Ca Mau Province from December 1, 2024.

On October 24, 2024, the Standing Committee of the National Assembly of Vietnam issued Resolution 1252/NQ-UBTVQH15 concerning the reorganization of commune-level administrative units in Ca Mau Province for the period 2023 – 2025.
The reorganization of commune-level administrative units in Ca Mau Province from December 1, 2024, is as follows:
(1) Reorganization of Commune-Level Administrative Units in Ca Mau City
- Adjusting a portion of the natural area of 0.27 km2, with a population size of 146 people from Ward 4 to merge into Tan Xuyen Ward. After the adjustment, Tan Xuyen Ward has a natural area of 20.70 km2 and a population size of 9,838 people.
Tan Xuyen Ward borders Ward 1, Ward 2, Ward 9, Tan Thanh Ward, An Xuyen Commune, and Thoi Binh District;
- Merging the entire natural area of 1.61 km2, with a population size of 12,614 people from Ward 4 after the adjustment as specified in point a of this clause and adjusting a portion of the natural area of 0.57 km2, with a population size of 4,116 people from Ward 9 to merge into Ward 2. After the reorganization, Ward 2 has a natural area of 2.43 km2 and a population size of 23,478 people.
Ward 2 borders Ward 5, Ward 7, Ward 8, Ward 9, and Tan Xuyen Ward;
- After the adjustment as specified in point b of this clause, Ward 9 has a natural area of 6.47 km2 and a population size of 14,205 people.
Ward 9 borders Ward 1, Ward 2, and Tan Xuyen Ward;
- After the reorganization, Ca Mau City has 16 commune-level administrative units, including 09 wards and 07 communes.
(2) Reorganization of Commune-Level Administrative Units in Phu Tan District
- Adjusting a portion of the natural area of 1.43 km2, with a population size of 578 people from Nguyen Viet Khai Commune to merge into the commune-level town Cai Doi Vam. After the adjustment, the commune-level town Cai Doi Vam has a natural area of 24.00 km2 and a population size of 18,926 people.
Cai Doi Vam Town borders Nguyen Viet Khai Commune, Rach Cheo Commune, and Tan Hai Commune;
- After the adjustment as specified in point a of this clause, Nguyen Viet Khai Commune has a natural area of 107.05 km2 and a population size of 17,363 people.
Nguyen Viet Khai Commune borders Rach Cheo Commune, the commune-level town Cai Doi Vam, and the Gulf of Thailand;
- After the reorganization, Phu Tan District has 09 commune-level administrative units, including 08 communes and 01 commune-level town.
After reorganizing commune-level administrative units, Ca Mau Province has 09 district-level administrative units, including 08 districts and 01 city; 100 commune-level administrative units, including 82 communes, 09 wards, and 09 commune-level towns.
According to Article 2 of Resolution 35/2023/UBTVQH15 stipulating the principles for reorganizing administrative units at the district and commune levels:
- Ensure the leadership of the Vietnam Communist Party and strengthen the leadership, direction role of heads of agencies and organizations in implementing the reorganization of administrative units at district and commune levels.
- The reorganization of district and commune-level administrative units must comply with the Constitution, performed correctly with authority, procedures, and legal regulations.
- The reorganization of district and commune-level administrative units must align with provincial planning, rural planning, urban planning, or other related plans.
- Pay attention to and carefully consider unique factors related to historical traditions, culture, ethnicity, religion, beliefs, customs, geographical location, natural conditions, residential communities, and requirements for national defense, security, social order, societal safety, and socio-economic development.
- Focus on and effectively carry out the work of propagating and mobilizing the people to create consensus, support, and high unity in the policy of reorganizing district and commune-level administrative units;
- Organize consultations with constituents in the area ensuring transparency, openness, and legal conformity.
- Combine the reorganization of administrative units at the district and commune levels with the restructuring and streamlining of the political system machinery to be compact, efficient, and effective;
- Implement workforce reduction, restructuring, and quality improvement of officials and public employees, workers;
- Reasonably resolve policies for officials and public employees, workers;
- Implement special support policies for the units.
