On January 15, 2025, the Government Office of Vietnam issued Official Dispatch 439/VPCP-NC on the situation and results of the arrangement of administrative units at district and commune levels for the period 2023-2025.

Considering the proposal of the Ministry of Home Affairs of Vietnam in Document No. 8677/BC-BNV dated December 31, 2024, on the situation and results of the arrangement of administrative units at district and commune levels for the period 2023-2025, Deputy Prime Minister Standing of the Government of Vietnam Nguyen Hoa Binh has the following directives:

- The Ministry of Home Affairs shall preside and cooperate with ministries, agencies, and localities to build a Government report on the preliminary review of the arrangement of administrative units at district and commune levels for the period 2023-2025; propose competent authorities to commend or reward, according to their competency, the localities that effectively implement the arrangement of administrative units; summarize difficulties, obstacles and suggestions, and recommendations of localities to report to the Government, Prime Minister of Vietnam for directing ministries, agencies to issue or submit to competent authorities for issuance of new or amendment, supplementation of guidance documents to continue implementing the arrangement of administrative units for the period 2026-2030, ensuring to resolve thoroughly the obstacles and difficulties in the period 2023-2025 and creating favorable conditions for the implementation in the new period.

- The Ministry of Construction shall urge and guide localities to complete urban planning, review, evaluate urban classification standards, and urban infrastructure development levels for urban administrative units that have submitted to the Standing Committee of the National Assembly for issuance of a resolution for arrangement according to the conformables in Resolution 50/2023/UBTVQH15; guide localities to review, adjust, supplement, and simultaneously implement processes and procedures such as urban planning and other related plans, urban classification, urban development programs to ensure progress in arranging administrative units at district and commune levels for the period 2026-2030.

- Ministries, ministry-level agencies, based on their assigned functions and tasks, shall resolve difficulties and obstacles and suggestions, recommendations of localities regarding the arrangement of administrative units at district and commune levels for the period 2023-2025, promptly report to competent authorities on issues beyond their power; proactively review, adjust guiding documents within their authority on the arrangement of administrative units at district and commune levels for the period 2023-2025.

- People's Committees of provinces and centrally governed cities:

+ Complete processes and procedures and submit them to competent authorities for issuing decisions on urban classification, recognizing the level of urban infrastructure development for urban administrative units that have submitted to the Standing Committee of the National Assembly for issuance of a resolution to arrange but have not completed urban planning, review, evaluate classification standards of urban areas, level of urban infrastructure development as stipulated in Resolution 50/2023/UBTVQH15.

+ Urgently arrange and consolidate the organizational structure, teams of officials and public employees, workers in agencies, organizations, units at district and commune-level administrative units after arrangement; implement conversion of seals, related documentation of individuals, organizations, businesses due to changes in administrative boundaries, names of administrative units, settle policies for redundant officials and public employees, non-official actors; rearrange, handle offices, public assets...; ensure good preparation for the Party congresses at all levels for the term 2025-2030 and election of delegates to the People's Councils at all levels for the term 2026-2031.

+ Organize preliminary reviews, evaluations to draw lessons and build preliminary summary reports on the arrangement of administrative units at district and commune levels for the period 2023-2025 to the Ministry of Home Affairs.

+ Review and prepare necessary conditions for building the overall plan on the arrangement of administrative units at district and commune levels for the period 2026-2030; pay attention to the number of district and commune-level administrative units subject to arrangement for the period 2023-2025, but which localities suggest not arranging should be reviewed to ensure maximum arrangement in the period 2026-2030.
