Regulations on the Minimum Volume of Knowledge for the Computer Network Management Sector

Regulation on the minimum knowledge volume for the computer network administration field (Illustrative image)

Circular 44/2018/TT-BLDTBXH establishes the knowledge volume standards for the computer network administration field at intermediate and college levels. Specifically, as follows:

Regarding knowledge volume for the college level

- Understand basic concepts about computers;- Grasp foundational knowledge about computer networks;- Analyze the network system use requirements of customers;- Analyze the needs for upgrading and optimizing the network system;- Establish network models and policies;- Understand principles and methods for planning, designing, building, installing, configuring, operating, managing, maintaining, repairing, and upgrading the computer network system;- Identify functions and activities of network devices within the system;- Understand the process of checking network devices and network connection;- Accurately describe the structure and roles of network services, computer network knowledge, and network management;- Determine requirements for data exploitation, updating, and report creation in software;- Describe the steps to create reports on network usage efficiency;- Understand basic knowledge about developing network applications;- Identify models and network systems necessary for IT service exploitation;- Describe how to design and install a wireless network;- List hazards, data security incidents, and suggest solutions for incidents; classify virus types and antivirus software;- Analyze and evaluate network system security levels and methods for protecting the network system;- Identify the process for job handover and log recording;- Recognize labor safety standards;- Understand basic knowledge about politics, culture, society, law, national defense, security, and physical education as prescribed.

Regarding knowledge volume for the intermediate level

- Utilize basic IT according to regulations;- Exploit applications on the network system;- Design, build, and deploy network systems for small and medium enterprises;- Install, configure, and manage network systems using server operating systems;- Install, configure, and manage services: DNS, DHCP, RRAS, Web, Mail;- Accurately configure popular network devices: Switch, Router, etc.;- Assess security systems and encrypt data;- Build and deploy firewall systems protecting the network;- Maintain, repair, and upgrade software and hardware of the network system;- Develop simple applications on the network system;- Evaluate and select wireless network system devices;- Maintain and troubleshoot wireless network system errors;- Mentor and guide junior technicians;- Record job diaries and progress reports;- Implement industrial hygiene measures and labor safety;- Communicate effectively through writing, presentation, discussion, negotiation, and situation management;- Manage group tasks and supervise small to medium IT systems;- Plan, assign, and supervise group tasks;- Manage emergencies and incidents;- Use basic foreign language skills, reaching level 2/6 in the Vietnamese Foreign Language Competency Framework; apply foreign language to professional tasks in the field.
