Regulations on the Contents of Land Price Table Construction, Adjustment, and Land Valuation

Recently, the Ministry of Natural Resources and Environment issued Circular 20/2015/TT-BTNMT on economic-technical norms to prepare state budget estimates for land valuation work.

Circular 20/2015/TT-BTNMT stipulates 04 contents for building unit prices and cost estimates for constructing and adjusting land price tables and specific land valuation according to the provisions of land law in case of using funds from the state budget. To be specific:

Content for building the land price table stipulated in this technical-economic norm is calculated for a province with an average of 11 district-level administrative units (huyen, quan, district-level town, and city under the province, hereinafter referred to as district level); 175 commune-level administrative units (xa, phuong, commune-level town, hereinafter referred to as commune level); 150 survey points (commune-level administrative units), 7,500 survey forms.

Content for adjusting the land price table stipulated in this technical-economic norm is calculated for a province with an average of 11 district-level administrative units, 175 commune-level administrative units; adjusting the land price table for 02 types of land (01 type of land in the agricultural land group, 01 type of land in the non-agricultural land group).

Content for specific land valuation according to the direct comparison, deduction, income and surplus methods stipulated in this technical-economic norm is calculated for a parcel or land area with an average of 01 household using it, in the area of 01 commune; having an area of 1 ha for residential land or non-residential non-agricultural land, 3 ha for agricultural land.

Content for specific land valuation according to the land price adjustment coefficient method stipulated in this technical-economic norm is calculated for an average valuation area with 01 type of land, an area of 1 ha, in the area of 01 commune; having 10 land positions (calculated by segment of road, segment of street according to the current land price table) for residential land or non-residential non-agricultural land, 03 land positions for agricultural land.
