Regulations on Skills in Information Technology Occupations at College Level

Recently, the Ministry of Labor, Invalids, and Social Affairs issued Circular 44/2018/TT-BLDTBXH regulating the minimum knowledge volume and competency requirements that students must achieve upon graduation from intermediate or college levels in disciplines and professions within the field of computing and information technology.

Circular 44/2018/TT-BLDTBXH stipulates the skill requirements for the Information Technology industry and profession at the college level for learners upon graduation as follows:

- Must be able to use basic information technology as required;- Must be able to connect and control computers and peripheral devices, computer networks;- Must be able to analyze, organize, and implement proper procedures for equipment maintenance and safe use, ensuring safety in professional labor;- Must be able to assemble, connect, and use computer systems and peripheral devices, security devices;- Must be able to support and understand customer needs, advise customers, and create products based on customer requirements;- Must be able to search for documents on the Internet in Vietnamese or English to meet job demands;- Must be able to guide subordinate workers;- Must be able to record logs as well as job reports and progress reports;- Must be able to implement measures for industrial hygiene, fire, explosion, electrical malfunctions, and labor safety;- Must be able to build presentations, engage in discussions, and handle situations;- Must be able to develop applications and products based on customer demands;- Must be able to design and build databases as required by job characteristics;- Must be able to back up and recover data ensuring the system’s availability;- Must be able to design and build basic network systems;- Must be able to build information systems that meet customer expectations;- Must be able to deploy, install, and operate (administer) information systems for enterprises;- Must be able to manage teams and supervise medium and small information technology systems;- Must be able to use basic foreign languages, reaching level 2/6 on the Vietnam's Foreign Language Proficiency Framework; applying foreign languages to specialized work in the industry and profession.
