Recently, the Ministry of Education and Training issued Circular 20/2020/TT-BGDDT stipulating the working policies of lecturers at higher education institutions.
Regulations on Scientific Research Duties of University Lecturers (Illustrative Image)
According to Circular 20/2020/TT-BGDDT, university lecturers are required to perform specific scientific research duties as follows:
- Lecturers must allocate at least 1/3 of their total working time in the academic year (equivalent to 586 administrative hours) to perform scientific research duties;- The assignment and implementation of scientific research duties to lecturers must be appropriate to the conditions, scientific potential, and development strategy of the university and match with the professional capacity of the lecturers;- Each year, lecturers must complete the assigned scientific research duties corresponding to their title or job position. The results of the lecturers' scientific research are evaluated through scientific and technological products, research, and technology transfer activities; at a minimum, equivalent to a successfully completed internal research project or a published paper in an international standard ISSN scientific journal or a scientific report at a specialized scientific conference;- For lecturers who do not complete the scientific research duties as stipulated, the head of the university, based on the specific circumstances and levels, shall consider when evaluating the performance results in the academic year, classify the competition ranking, and resolve related policies; additionally, allow teaching hours to be compensated with scientific research hours for these lecturers.
Note: The head of the university assigns scientific research duties to lecturers and specifies the number of scientific research hours equivalent to various types of scientific and technological products, research, and technology transfer activities.
