Basic irrigation investigations are carried out annually or on an ad-hoc basis to collect information, build a database serving scientific research, develop strategies, planning, plans, investment in construction, and management, and exploitation of irrigation works.
According to the provisions of Article 9 The Law on Water Resources 2017, the basic investigation of water resources includes the following main contents:
- Current status of quantity, quality, and service capacity of water resource projects and the demand for water resource products and services;- Current status of organizational structure and policy mechanisms in water resource activities;- Impact of water resource projects on the environment and the lives of people;- Collection of information, monitoring, supervision of water quantity, quality, drought, water shortage, saltwater intrusion, desertification, floods, inundation, sedimentation, erosion of water resource projects, riverbanks, and coastlines for water resource activities;- Impact of climate change, drought, water shortage, saltwater intrusion, desertification, floods, inundation, sedimentation, erosion of water resource projects, riverbanks, and coastlines, and socioeconomic development activities in river basins on water resource activities.
The Ministry of Agriculture and Rural Development organizes the basic investigation of water resources and delegates the People's Committees of provinces to organize the basic investigation of water resources in their respective territories.
The authority to approve, publish, and manage the results of the basic investigation of water resources is stipulated as follows:
- The Ministry of Agriculture and Rural Development approves, publishes, and manages the results of the basic investigation of water resources organized by the Ministry;- The People's Committees of provinces approve, publish, and manage the results of the basic investigation of water resources organized by the Committees.
