Regulations on Arranging Cars to Serve Delegations When Receiving Foreign Guests

​According to Circular 05/2017/TT-BNG dated October 27, 2017, of the Ministry of Foreign Affairs on guidelines for foreign affairs protocol and the reception of foreign guests visiting provinces and centrally-run cities, the arrangement of automobiles serving the delegation when receiving foreign guests is carried out as follows:

1. Cars serving foreign delegations visiting at local invitation:

A delegation with a head of delegation who is a former high-ranking foreign leader; members of foreign royal families; leaders and former leaders of ministries, departments, branches, and Committees of Foreign Parliaments; leaders and former leaders of intergovernmental, inter-parliamentary international organizations, and United Nations organizations; leaders and former leaders of foreign localities and equivalent levels: Arrange a separate car (4-seater) for the Head of Delegation and Spouse (if any), and other delegation members will be arranged in a shared multi-seater car during common activities.

In cases where the Spouse has separate activities or delegation members have separate working activities apart from the delegation, the type of car for these separate activities is arranged as reasonably appropriate (for both guests and accompanying hosts).

For other foreign delegations: Arrange a shared car for the entire delegation, with a type of car suitable for the number of delegation members.

2. Cars serving foreign delegations attending events organized by the locality:

Arrange cars for guests as for a foreign delegation visiting the province according to the above regulations when each delegation has separate activities.

For common activities according to the event's program, arrange cars suitable to the event's protocol practices and the local actual conditions. Depending on the protocol arrangement and activity programs, separate cars can be arranged for each delegation or shared multi-seater cars for Heads of Delegation and Spouses (if any) and shared multi-seater cars for delegation members of the delegations.

3. Police escort cars

For foreign guests visiting at local invitation: Former high-ranking foreign leaders; members of foreign royal families; Ministers, Chairpersons of Committees of Foreign Parliaments; leaders of intergovernmental, inter-parliamentary international organizations, and United Nations organizations; senior leaders of foreign localities and equivalent levels: Police escort cars are used in official activities.

For other foreign guests: Based on the actual traffic situation of the locality, security and traffic safety requirements for guests, the proposal for arranging police escort cars in the delegation's activities will conform to the Ministry of Public Security's guidelines.

For foreign guests attending local events: For delegations in separate activities: Arrange police escort cars according to the above regulations. For common activities according to the event's program: Arrange police escort cars for the convoy including cars of Heads of Delegation and Spouses (if any) or a common formation including cars for all delegations to ensure security and traffic safety, in accordance with the organization proposal approved by the competent authority and guidance from the Ministry of Public Security.
