Regulation 03 on Requirements for Students in Film Production at the College Level

On December 28, 2018, the Ministry of Labor, War Invalids and Social Affairs issued Circular 40/2018/TT-BLDTBXH regulating the minimum knowledge volume and competency requirements that learners must achieve after graduating from intermediate and college levels for majors and professions in the fields of arts, fine arts, and languages.

Circular 40/2018/TT-BLDTBXH stipulates 03 requirements for students in the field of cinematography at the college level that must be achieved upon graduation as follows:

1. Minimum Knowledge Load

- Present the basic knowledge in the fields of social sciences and humanities such as: Literature, aesthetics, foundations of Vietnamese culture..., meeting the ability to further their studies; cultivate research skills and address issues arising in practical operations later;- Analyze the essential and core foundational knowledge to provide a basic and comprehensive foundation in various forms of art and television such as: Journalism theory foundation, journalist labor, television cinematography language, lighting technique, history of cinema and television, television art design, photography, specialized English in Cinematography…;- Explain the production process of television programs, service products;- Present the knowledge about directing skills;- Analyze the basic knowledge of image editing;- State the basic and advanced knowledge of film editing;- Present the systematic, comprehensive, and in-depth knowledge of film language to apply in various genres such as: News filming, documentary filming, conversation filming, advertising filming, music video filming, service filming…;- Present the regulations on labor safety, industrial hygiene, and fire prevention to ensure the safety of people and equipment;- Present the foundational knowledge about politics, culture, society, law, national defense and security, physical education as stipulated.

2. Skills

- Exploit, use, operate, preserve cameras, photo cameras, lenses, lights, and other supporting filming equipment proficiently as required;- Perform proficiently the actions of camera angle selection, camera movement, framing various types of shots, combining camera movements in filming to create effective visual images as required;- Film news, documentaries, interview films, gameshow films, event films, music videos (MV), advertising films, service films, and take photos of services proficiently as required;- Cooperate, participate in the filming process of television programs that require coordination of multiple cameras effectively;- Process various types of sound, images, and lighting to be proactive in onsite operations;- Think, search, aggregate information about societal events, information related to the field; analyze and process information to perform specialized tasks;- Organize, manage, cooperate, respect, and listen to other team members;- Handle situations flexibly and effectively that arise during operations;- Organize work to ensure labor safety, industrial hygiene, and fire prevention for people and equipment;- Use basic information technology as stipulated; exploit, process, apply information technology in specialized tasks of the field;- Use basic foreign language, reaching level 2/6 in the Vietnamese foreign language proficiency framework; apply foreign language in specialized tasks of the field.

3. Level of Autonomy and Responsibility

- Communicate, present, explain, and persuade others about the content and solutions to implement ideas in practical operations;- Have professional ethics, emphasize the responsibility role of the cinematographer;- Have a sense of discipline, strictly adhere to the labor safety procedures; respect the internal regulations of the agency and enterprise;- Be objective, honest, and humane during operations;- Take responsibility for the products created by oneself; have knowledge and respect for intellectual property laws;- Have a sense of community, cooperation, and help colleagues; be quick, work in teams and independently;- Guide, supervise team members to perform specified tasks; take personal responsibility and responsibility for the assigned team;- Evaluate the quality and result of the work of team members;- Have a learning spirit, continuously strive to improve professional levels, have a sense of creativity in assigned tasks.
