On July 23, 2024, the State Audit Office of Vietnam issued Decision 1392/QD-KTNN on the Regulation on the management and use of the hotline of the State Audit Office of Vietnam.
The reception of information via the hotline of the State Audit Office of Vietnam is specified in Article 6 of the Regulation issued together with Decision 1392/QD-KTNN in 2024 as follows:
- The Inspectorate of State Audit Office of Vietnam is responsible for assigning officials to receive information during office hours on working days of the week, maintaining a tracking log, and handling information according to "urgent" and priority policies.
For calls and messages outside office hours or on holidays, the hotline phone will automatically record the calls. The official receiving the information will contact the informant during office hours on the next working day after the holiday to receive the information reported.
- For information not under the jurisdiction of the State Audit Office of Vietnam: The official receiving the information provides advice and guidance for the informant to contact the competent authority for resolution according to regulations.
Pursuant to Article 7 of the Regulation issued together with Decision 1392/QD-KTNN in 2024, the handling of information via the hotline of the State Audit Office of Vietnam is stipulated as follows:
- The official receiving the information is responsible for: Reporting to the Chief Inspector of the State Audit Office of Vietnam immediately after receiving the information to seek directives from the Auditor General.
- Within 01 hour from receiving the report of the official receiving the information, the Chief Inspector of the State Audit Office of Vietnam must directly report and seek directives from the Auditor General and propose, recommend handling measures through the "Information Handling Proposal Form via the Hotline" in Appendix 02 issued together with this Regulation.
- Upon receiving the directive of the Auditor General, the Chief Inspector of the State Audit Office of Vietnam forwards the information to the unit, organization, or individual assigned by the Auditor General to handle the information.
The dossier includes: The Information Handling Proposal Form via the hotline with the directive of the Auditor General, the recorded information file, the message content provided by the organization or individual via the State Audit Office of Vietnam hotline. The form of information transfer: complying with the Regulation on clerical work and archival work of the State Audit Office of Vietnam.
- Heads of units under the State Audit Office of Vietnam are responsible for receiving and handling information related to the management, operation, and performance of duties of officials and public employees, workers of the unit within the scope of management as requested by the Auditor General. The time limit for considering and resolving the information is not more than 08 working hours per day. For complex cases involving multiple units within the industry, the time limit for consideration and resolution is not more than 24 working hours within 03 consecutive days from the date of receiving the request and directive of the Auditor General.
- The organization, unit, or individual assigned to handle the information is responsible for reporting results to the Auditor General (via the Inspectorate of State Audit Office of Vietnam) immediately after the information is handled and resolved.
