Regulations on management, operation, and use of the online video conferencing system of the State Audit Office of Vietnam

* Scope of Adjustment and Subjects of Application

- Scope of adjustment: This regulation stipulates the management, operation, and use of the online video conferencing system of the State Audit Office.

- Subjects of application: This regulation applies to units belonging to the State Audit Office, agencies, units, organizations, and individuals related to the management, operation, and use of the online video conferencing system of the State Audit Office.

* Principles of Implementation

- The online video conferencing system must meet the criteria and requirements for ensuring information security as prescribed.

- Online meetings must undergo a trial operation before the official meeting takes place to check equipment, transmission lines, audio and image quality at conference points and ensure seamless connection.

- The online video conferencing system must be managed, operated, and maintained regularly and continuously.

- The use of the online video conferencing system must comply with the intended purpose, regulations, and meeting policies in the management and operational activities of the agency, unit.

* Cases Using the Online Video Conferencing System of the State Audit Office.

- Online meetings serving the directive and operational work of the Leaders of the State Audit Office: briefing meetings; meetings for implementing tasks of the sector (audit planning approval; audit report approval,...) and other online meetings with the participation of Leaders of the State Audit Office.

- Online meetings with Communist Party agencies, the State through dedicated data transmission networks such as meetings for implementing resolutions; meetings with units and organizations under the National Assembly, the Standing Committee of the National Assembly, the Government of Vietnam.

- Online meetings serving learning, professional exchange among units and organizations of the State Audit Office with units inside and outside the sector.

- Meetings for propaganda, celebration gatherings for major holidays and other important events of the State Audit Office.

* Registration for Using the Online Video Conferencing System.

- The unit or organization presiding over the online meeting must register to use the online video conferencing system by sending a written request to the Department of Information Technology (according to Form No. 01 attached to this Regulation) at least 02 working days before the official meeting (excluding online meetings attended by Leaders of the State Audit Office and already announced in the weekly schedule of the State Audit Office).

- Based on the registration content and weekly schedule of the State Audit Office, the Department of Information Technology is responsible for notifying participating conference points about the trial operation time.

- The main conference point and assigned conference points appoint officials and public employees responsible for the meeting content, and technical operation of the online video conferencing system throughout the trial operation and the official meeting duration.

- In case of an unexpected meeting as required by the Leaders of the State Audit Office or changes in time, form of the meeting, the presiding unit must notify the Department of Information Technology, which is responsible for informing participating conference points to promptly prepare technical conditions for the meeting.

- Other changes that must be reported include changes in participating conference points, changes in units preparing content, and contact focal points.
