Currently, the authority responsible for managing evidence storage warehouses includes the Provincial and City Military Commands, directly subordinate to the Ministry of National Defense, the Command of the Capital Hanoi, and the Command of Ho Chi Minh City. According to Circular 131/2014/TT-BQP, issuing orders for the release and receipt of evidence from the warehouse is among the key responsibilities of the Provincial Military Command. Additionally, there are various other responsibilities that need attention, specifically:
- Directing the arms and ammunition warehouses under their authority to organize the handover, storage, and preservation of evidence;- Presiding over and cooperating with the agencies handling cases to inspect the evidence before storage or release;- Reporting to the functional agencies of the military region to certify the evidence in cases where there are safety doubts regarding the evidence;- Organizing the destruction of explosive evidence and other types of evidence as proposed by the agency handling the case;- Immediately notifying the agency handling the case of the evidence to preside over the inspection, proposing solutions as stipulated by law in cases where the evidence is lost, damaged, deteriorated, or poses a danger or safety risk;- Requesting local authorities and armed forces stationed in the area to support the protection of evidence warehouses when necessary.
