Instruction 106-HD/BTGTW on strengthening propaganda of the National Target Program for Sustainable Poverty Reduction (information poverty reduction) issued by the Central Propaganda Department on June 13, 2023.
- The Party's viewpoints and guidelines, the State's policies and laws on the goal of sustainable poverty reduction are stated in the Party's resolutions, directives, conclusions, etc.; especially the Resolution of the 13th Party Congress "striving to 2030, basically no more poor districts and extremely difficult communes", Directive 05-CT/TW dated June 23, 2021 of the Secretariat of the Party Central Committee (course XIII) on strengthening the Party's leadership for sustainable poverty reduction by 2030, Resolution 160/NQ-CP dated December 22, 2021 of the Government on the implementation plan of Directive 05-CT/TW dated June 23, 2021 of the 13th Party Central Committee Secretariat, Decision 90/QD-TTg dated January 18, 2022 of the Prime Minister approving the National Target Program for Sustainable Poverty Reduction in the 2021-2025 period, Decree 27/2022/ND-CP dated April 19, 2022 of the Government stipulating the management mechanism for organizing the implementation of national target programs,...
Focusing on propagating key tasks and solutions for sustainable poverty reduction by 2030; that is, perfecting the poverty reduction policy, the multidimensional poverty line in association with the sustainable development goals, ensuring the gradually increasing minimum standard of living, and the people's ability to access basic social services; adopting policies to encourage enterprises and cooperatives to cooperate in production, business, and consumption of products; developing diversified production models with the participation of poor and near-poor households; settling suitable production and residential land, creating jobs, ensuring health, education, housing, domestic water, sanitation, information, and other social services for the poor, especially ethnic minorities and mountainous people; encouraging businesses to help poor districts and communes; mobilizing better-off households to help poor households.
Mobilizing and effectively using investment resources for poverty reduction, the State plays a leading role in securing resources, actively mobilizing domestic and foreign enterprises, organizations and individuals to continue to support and contribute resources; maximally mobilize social resources to participate in sustainable poverty reduction,...; concentrate resources on investment in production development, vocational education, job creation, livelihoods, income enhancement and full access to basic social services for the poor; develop socio-economic infrastructure in poor districts and communes with special difficulties; increase the source of policy capital; strengthen policies on conditional support, social protection for poor households unable to work, legal aid policies; prioritize resources for the implementation of the National Target Program for Sustainable Poverty Reduction and the National Target Program for Socio-economic Development in ethnic minority and mountainous areas in the direction of integrating socio-economic development programs, projects and plans of each locality in the 2021-2030 period.
- Clarifying outstanding achievements and results in sustainable poverty reduction such as: programs, policies, mechanisms and laws on poverty reduction promulgated by the Government and implemented synchronously from central to local levels have created unity in action and consensus in society; disadvantaged areas, border areas and islands are entitled to invest in and build essential socio-economic infrastructures; vocational education for the poor; the income of the poor is improved, the material and spiritual life is improved; especially the perception of the poor and poor households has gradually changed, trying to get out of poverty, not expecting and relying on the help of the community and the State.
Vietnam is one of the first 30 countries in the world and one of the first countries in Asia to apply multidimensional poverty lines, ensuring a minimum standard of living associated with the Sustainable Development Goals (SDG) of the United Nations.
At the same time, it analyzes and points out the limitations of poverty reduction, as some Party committees and authorities have not drastically implemented the goals and tasks of hunger eradication and poverty reduction, and there is still a risk of falling back into poverty; the difference in living standards between regions and regions has not narrowed, the poverty rate is still high, especially in remote, border, and island areas; people's lives are still difficult.
- Information on current domestic and international issues; scientific and technical knowledge serving people's daily life, especially knowledge that helps people in remote areas, borders, and islands to apply science and technology to production and business, and to transform economic models.
- Patriotic emulation movements, the movement "the whole country joins hands for the poor - leaving no one behind"; effective poverty reduction models and initiatives; praising collectives and individuals with outstanding achievements in poverty reduction, exemplary examples of overcoming difficulties and rising out of poverty.
- Struggling and refuting false, hostile information and views, distorting the Party's guidelines and lines, the State's policies and laws, and dividing the great national unity bloc.
