Procedure for Requesting the Bestowment or Posthumous Bestowment of the Title "Heroic Vietnamese Mother"

1. The Chairperson of the People's Committee of the commune or ward compiles a list of mothers eligible for the award or posthumous award of the title "Heroic Mother of Vietnam" and reports it to the Chairperson of the People's Committee of the district or ward.

The Vietnam Fatherland Front, Vietnam Women's Union, Veterans' Association, and other organizations are responsible for assisting the Chairperson of the People's Committee of the commune or ward in verifying the proposed list for awarding or posthumous awarding the title "Heroic Mother of Vietnam" of their locality.

The Chairperson of the People's Committee of the district or ward reviews, verifies, and compiles a report to the Chairperson of the People's Committee of the province or centrally governed city.

2. The Chairperson of the People's Committee of the province or centrally governed city compiles the proposed list for awarding or posthumous awarding the title "Heroic Mother of Vietnam" of their locality and submits it to the Prime Minister of the Government of Vietnam (via the State Emulation and Commendation Institute); simultaneously sending the document to the Ministry of Labor - Invalids and Social Affairs and the Ministry of National Defense.

3. The State Emulation and Commendation Institute coordinates with the Ministry of Labor - Invalids and Social Affairs, the Ministry of National Defense, and relevant agencies to assist the Prime Minister of the Government of Vietnam in reviewing and compiling the list of mothers proposed for awarding or posthumous awarding the title "Heroic Mother of Vietnam" from the provinces and centrally governed cities for the President to decide.

4. The dossier proposing the awarding or posthumous awarding of the title "Heroic Mother of Vietnam" from localities consists of:

- A proposal from the Chairperson of the People's Committee of the province or centrally governed city attached with a list of mothers proposed for awarding or posthumous awarding the title "Heroic Mother of Vietnam"; one copy sent to the State Emulation and Commendation Institute, one copy sent to the Ministry of Labor - Invalids and Social Affairs, and one copy sent to the Ministry of National Defense.- A detailed list of each mother compiled by the People's Committee of the commune or ward and the minutes of the verification meeting of the aforementioned political and social organizations.
