The Minister of Health of Vietnam issues Circular 52/2024/TT-BYT dated December 31, 2024, regarding National Technical Regulations and provisions for the inspection and supervision of the quality of clean water for domestic use.
Water user units in Vietnam must organize the implementation of internal inspection of clean water quality as follows:
- Frequency and parameters of testing:
+ Periodic testing frequency should be no less than once every 6 months. In case of suspicion regarding the quality of clean water, testing must be conducted immediately. Depending on the actual local situation, the provincial people's committee may prescribe a testing frequency higher than the periodic frequency mentioned above;
+ Testing parameters: All clean water parameters in group A and the 02 parameters of Pseudomonas aeruginosa and Staphylococcus aureus.
- Number and location of testing samples: At least 01 sample must be taken from the central water tank and 01 random sample from the usage tap. If there are 02 or more clean water tanks, at least 01 sample should be taken from each tank and 01 random sample from the usage tap;
- The results of the internal inspection of clean water quality following Form No. 07 of the Appendix issued with Circular 52/2024/TT-BYT must be publicly disclosed by the water user unit on the unit's electronic information page within 03 working days from the date of obtaining the internal inspection results. If there is no electronic information page, the unit must notify on the unit's bulletin board for a minimum of 20 days from the date of obtaining the internal inspection results;
- In case the testing results of clean water parameters by the water user unit do not comply with the regulations of local technical standards or the national technical standards issued with Circular 52/2024/TT-BYT in the event the provincial people's committee has not issued local technical standards, the water user unit must:
+ Immediately notify the water supply unit to coordinate inspection and determine the cause, apply corrective measures, and retake samples and test the non-compliance parameters within 24 hours from the receipt of non-compliant test results. The number and location of sampling: 01 water sample right after the meter supplying the water user unit, 01 sample at the clean water tank, and 01 sample at the tap supplying from the clean water tank which has the non-compliant parameters;
+ Non-compliant testing results after applying corrective measures must clearly define the responsibility of the water supply unit or the water user unit. Concurrently, report immediately to the managing agency, state management agency on water supply to have a resolution, promptly supply clean water to the population and report to the competent health authority for monitoring.
