Principles for Implementing Citizenship Identity Archive Work

Circular 10/2016/TT-BCA was issued by the Ministry of Public Security on March 03, 2016, specifying detailed principles for the implementation of citizen identity document archiving work.

According to Circular 10, when carrying out the tasks of the citizen identification archive, the following principles must be ensured:

- Comply with the provisions of this Circular and other relevant laws.- Citizen identification records and documents must be centrally and uniformly managed within the citizen identification archive and must be ensured safe in terms of fire prevention and fighting.- The arrangement of records and documents in the citizen identification archive must be neat, scientific, and convenient for information retrieval and exploitation.- Citizen identification records and documents must be promptly, accurately, and completely updated with information and absolutely safely protected; maintain effective exploitation and use.- The management, use, and exploitation of the citizen identification archive must be for the right purpose. Information and documents in the citizen identification archive are exploited and used in accordance with the provisions of the law and the Ministry of Public Security, meeting one of the following requirements:

- Serve the work of issuing and managing Citizen Identification Cards, Identity Cards;- Process information related to the work of crime prevention and control and the professional tasks of the Police sector;- The legal requests of agencies, organizations, individuals.
