Principles for Appointment and Salary Arrangement for the Professional Title of General Education Teacher

The appointment to the professional title of pre-university teacher must be based on the job position, responsibilities, duties, capabilities, and professional expertise of the public employee. Simultaneously, when appointing from the current professional title of public employee to the corresponding professional title of pre-university teacher, it is not allowed to combine it with a salary raise or promotion in the professional rank of the public employee.

According to this Circular, public employees appointed to the professional titles of pre-university teachers as specified in Circular 06/2017/TT-BNV and Circular 30/2017/TT-BGDDT apply the corresponding salary scale issued together with Decree 204/2004/ND-CP as follows:

- Professional Title of Pre-University Teacher Class I (code V.07.07.17), applying the salary coefficient of public employees type A2 (group A2.1), salary coefficient from 4.40 to 6.78;- Professional Title of Pre-University Teacher Class II (code V.07.07.18), applying the salary coefficient of public employees type A2 (group A2.2), salary coefficient from 4.00 to 6.38;- Professional Title of Pre-University Teacher Class III (code V.07.07.19), applying the salary coefficient of public employees type A1, salary coefficient from 2.34 to 4.98.

The salary classification for public employees currently teaching at public pre-university schools in the national education system, currently classified according to the rank of officials and public employees in the education and training sector as specified in Decision 202/TCCP-VC is as follows:

- Class I Pre-University Teacher Salary Class (code V.07.07.17) applies to public employees currently classified as senior lecturers;- Class II Pre-University Teacher Salary Class (code V.07.07.18) applies to public employees currently classified as senior secondary teachers;- Class III Pre-University Teacher Salary Class (code V.07.07.19) applies to public employees currently classified as lecturers or secondary teachers.
