Circular 60/2017/TT-BTC was issued by the Ministry of Finance on June 15, 2017, specifying the provisions on the preparation of central fund expenditure estimates.
The preparation of the central fund expenditure estimates is specifically regulated by Circular 60 as follows:
- Annually, based on the status of the road works; technical economic norms; expenditure content; unit prices, and expenditure norms regulated by the competent authority; current financial spending policies; the Central Fund Office shall prepare expenditure estimates for operational activities and submit them to the Central Fund Management Council. The Road Management Bureau, the Department of Transport (for national highways delegated for management), and other units shall prepare estimates of the expenditure needs for the management and maintenance of national highways, in synchronization with the timeline for budget estimates of the unit, and send them to the Directorate for Roads of Vietnam for review, summarization, and submission to the Central Fund Management Council.- The Central Fund Management Council shall prepare the expenditure estimates, accompanied by detailed explanations of the basis for calculations, orientation, allocation principles, and the determination of priority order for each expense group of the central fund, and send it to the Ministry of Transport.- The Ministry of Transport shall review and consolidate the overall expenditure estimates of the central fund into the annual state budget revenue and expenditure plan of the Ministry and submit it to the Ministry of Finance for inclusion in the annual central budget allocation plan to be submitted to the competent authorities for review and decision.
