Purpose and requirements of the Plan for emulation and commendation activities in 2025

Purpose:

- To initiate and implement the patriotic emulation movement across all fields to successfully accomplish the political tasks and socio-economic development targets for 2025, and the goals and targets of the Resolution of the 17th Congress (term 2020-2025) of the Communist Party of Hanoi City; to contribute meaningfully to the celebration of significant anniversaries of the Capital and the nation, aiming towards the 18th Congress of the Communist Party of Hanoi City, the 14th National Congress of the Communist Party of Vietnam, and the 2025-2030 phase City Patriotic Emulation Congress, the 11th National Patriotic Emulation Congress.

- To effectively implement the legal provisions on emulation, commendation; to enhance the quality of the commendation work, ensuring substantial recognition, promptly motivating, and honoring exemplary and advanced individuals, those with good deeds in patriotic emulation movements.

*Requirements:

- The organization of patriotic emulation movements and the implementation of commendation work must align with actual conditions, adhering closely to the directives of the Central Government and the requirements of the City, each sector, locality, and unit; linking the responsibility of the leaders in assuming the organization and implementation.

- The proposed tasks and solutions must address existing deficiencies step-by-step, continue innovating and enhancing the quality and effectiveness of the emulation and commendation work in the City area.

Content of the Plan for emulation and commendation activities in 2025

- To initiate and well-implement emulation movements focused on completing political tasks, socio-economic development targets, national defense - security for the City. Effectively implement emulation movements and campaigns initiated by the Central Government, City; develop plans and launch distinct, specialized emulation movements to address weak points, difficult tasks, and key tasks for each unit, and the City as a whole.

- To enhance the quality of commendation work ensuring it is prompt, precise, transparent, fair, and has motivational, educational effects and setting examples. Focus on recognizing extraordinary achievements, specialized commendations; increasing the rate of commendation for smaller collectives, recognizing direct laborers.

- To vigorously promote the discovery, cultivation, and expansion of exemplary models; continue effectively implementing the Essay Contest on exemplary models, good people, good deeds in 2025.

- To strengthen leadership work and enhance the effectiveness of State management in emulation, commendation. Implement the Law on Emulation, Commendation of 2022 and guiding documents, ensuring they are prompt, conformable; intensify inspection and supervision work on organizing emulation movements and specialized themes.

- To consolidate the apparatus, prioritize the arrangement of staff for emulation, commendation work; innovate and enhance the quality of operation of the Emulation - Commendation Council at all levels and emulation groups, blocs.
