On January 20, 2025, the Central Executive Committee of Vietnam issued Regulation 232-QD/TW implementing the Communist Party Charter.

* Forms of commendation in the Communist Party.

- For party organizations: Commendation, awarding certificates of merit, commendation certificates, awarding flags, medals, orders, and other honorable titles of the Communist Party and the State.

- For party members: Commendation, awarding certificates of merit, commendation certificates, Communist Party badges for 30 years, 40 years, 45 years, 50 years, 55 years, 60 years, 65 years, 70 years, 75 years, 80 years, 85 years, and 90 years of party age; awarding medals, orders, and other honorable titles of the Communist Party and the State.

* Authority for commendation.

- Branch cell: Commendation for the party group and party members in the branch.

- Intermediate Party Committee: Commendation for party organizations and members within the committee.

- Basic branch cell: Commendation, awarding certificates of merit to party members in the branch. Basic Party committee: Commendation, awarding certificates of merit to party organizations and members within the committee.

- District Party Committee (or equivalent): Awarding certificates of merit to party organizations and members within the committee.

- Provincial Party Committee (or equivalent): Awarding commendation certificates, flags to party organizations, awarding Communist Party badges for 30 years, 40 years, 45 years, 50 years, 55 years, 60 years, 65 years, 70 years, 75 years, 80 years, 85 years, 90 years of party age, commendation certificates to party members within the committee.

- Awarding medals, orders, and other noble titles to party organizations and members is executed according to the regulations of the Politburo, Secretariat, and laws on emulation and commendation.

* Standards, subjects, and procedures for commendation.

- Standards, subjects for awarding the Communist Party badge:

+ Party members with long revolutionary activities, maintaining party membership standards, with at least 30 years, 40 years, 45 years, 50 years, 55 years, 60 years, 65 years, 70 years, 75 years, 80 years, 85 years, 90 years of party age are awarded the Communist Party badge.

+ Party members who are seriously ill or deceased may be considered for early awarding, posthumous awarding of the Communist Party badge, but not exceeding one year; party members with 70 years, 75 years, 80 years, 85 years, 90 years of party age if seriously ill may be considered for early awarding of the badge, but not exceeding two years as regulated.

+ At the time of considering the awarding of the Communist Party badge, party members disciplined by the Communist Party are not considered; after 6 months (for reprimand), 9 months (for warning), 1 year (for dismissal), if they correct their shortcomings well and are recognized by the branch, they will be considered for the award of the Communist Party badge.

- Awarding commendation certificates, commendation certificates and flags for party organizations; awarding commendation certificates, commendation certificates for party members and procedures for considering the Communist Party badge, other commendations in the Communist Party are conducted according to the guidance of the Central Organization Committee.

* Value of accompanying gifts for the Communist Party’s commendation forms.

- Accompanying gifts for forms of commendation such as medals, orders, and other noble titles are executed according to the General State regulations.

- Accompanying gifts for party members receiving the Communist Party badge and other commendation forms in the Communist Party are uniformly regulated, with funding sourced from the general commendation fund of localities, sectors, or partly from party finances according to the guidance of the Central Organization Committee and the Central Office of the Communist Party.
