On December 31, 2019, the Ministry of Information and Communications officially issued Circular 20/2019/TT-BTTTT stipulating National Technical Regulations on the installation of peripheral telecommunication cable networks.
Regarding the retrieval, arrangement, and refurbishment of the cable system in each case as stipulated by the Ministry of Information and Communications in the National Technical Regulation on Installation of Telecommunication External Cable Network (QCVN 33:2019/BTTTT) issued together with Circular 20/2019/TT-BTTTT, specifically as follows:

- Eliminate and retrieve damaged cables, unused cables, subscriber cables crossing roads, and splices, cable cabinets/boxes, and signal splitters that are damaged or no longer in use.
- Tension and neatly bundle the telecommunications cable system, and integrate it into the cable brackets (if any);
- Arrange spare cables, splices, cable cabinets/boxes hanging on poles following the specifications in these Regulations;
- Maintain, repair, reinforce, and replace poles that do not meet technical requirements, affecting traffic safety and urban aesthetics.
- Pole management units and pole-utilizing units are responsible for inspecting, reviewing, arranging, and refurbishing the telecommunications cable hanging system at least once every six months or according to the plan of the municipal and provincial People's Committees.
- For pole routes in urban areas with at least 02 cable lines installed before the issuance of these regulations and related regulations, the cable-possessing unit or pole-owning unit must equip cable-hanging wires, cable-support brackets, and actively formulate plans for retrieval, arrangement, and refurbishment in accordance with these Regulations, and report to the local management agency.
Additionally, the Circular stipulates that when telecommunications cables, technical infrastructure for telecommunications cables, and auxiliary equipment encounter issues, the owner must arrange personnel to promptly handle the situation to ensure traffic safety and uninterrupted communication, while also notifying the Department of Information and Communications to coordinate (if necessary). When a telecommunications cable-hanging pole is broken or tilted, the units with cables hanging on the pole must cooperate with the pole owner to handle the situation depending on the initial agreement between the parties.
