Below is the noteworthy content mentioned in Circular 59/2019/TT-BTC issued by the Minister of Finance, which stipulates the collection rates, collection policies, and management fees for the issuance of Citizen Identification Cards.
From October 16, 2019, the fee rate for issuing Citizen Identity Cards will be adjusted, specifically stipulated in Article 4 of Circular 59/2019/TT-BTC as follows:

- Firstly, citizens transitioning from a 9-digit ID, 12-digit ID to a Citizen Identity Card: 30,000 VND/Citizen Identity Card.- Secondly, in cases of exchanging the Citizen Identity Card due to damage making it unusable; changes in surname, middle name, given name; distinct physical features; re-determination of gender, place of birth; errors in information on the card; upon the citizen's request: 50,000 VND/Citizen Identity Card.- Thirdly, in cases of reissuing the Citizen Identity Card due to loss; regaining Vietnamese nationality as stipulated by the Law on Vietnamese Nationality: 70,000 VND/Citizen Identity Card.
Additionally, Circular 59/2019/TT-BTC also specifies that the organizations collecting fees for issuing Citizen Identity Cards include the following agencies:
- The Department of Administrative Management on Social Order (Ministry of Public Security);- Provincial and city police under central authority;- District, town, city-level police under provincial, city-central authority and equivalent administrative units.
The subjects required to pay the Citizen Identity Card issuance fee are determined to be Vietnamese citizens aged 14 and above when carrying out procedures to exchange or reissue the Citizen Identity Card per the provisions of Circular 59.
