The Ministry of Transport has issued Circular 37/2018/TT-BGTVT regulating the monitoring and updating of the damage and deterioration status of road infrastructure. To be specific:
The owner or manager, user of the construction works is responsible for:
- Regularly, periodically and unexpectedly inspecting road construction works to promptly detect any signs of deterioration, damage to the works, and equipment installed in the works as a basis for repair, maintenance, and other tasks; evaluating structural safety and operational safety of the works according to legal regulations on quality management and maintenance of construction works;- Checking, supervising, and urging contractors to manage, maintain, and exploit the works;- Updating and summarizing the damage status of constructions under management to build a maintenance plan, report to the competent authority, and organize repairs, and rectify damages to ensure safe and smooth road traffic.
Meanwhile, the contractor managing, maintaining, and exploiting the works is responsible for:
- Regularly monitoring and updating the quality status of the constructions under management, promptly detecting any phenomena of damage, and deterioration of the works, and equipment installed in the works;- Preparing quarterly periodic reports on the quality status of the road constructions under management and maintenance; making sudden reports when damages affecting traffic safety, and construction safety occur;- Note that, in cases where businesses invest in the construction and manage the exploitation of road works, if they self-manage, maintain, and exploit the road works, they must comply with the above regulations.
