Method to Develop the List of Sources for Submitting Documents to Historical Archives at Various Levels (illustrative image)

Circular 17/2014/TT-BNV specifically stipulates the method to develop the List of Agencies and Organizations under the sources required to submit documents to Historical Archives at various levels as follows:

- The National Archives Centers and Provincial Historical Archives shall base their drafts of the List of Sources for Submission on legal documents and relevant documents concerning the system of agencies and organizations within the authority to collect documents;- The National Archives Centers and Provincial Historical Archives shall submit the draft to the state management authorities in charge of archives for appraisal;- The agency responsible for appraising the List of Sources for Submission as stipulated in Clause 4 of this Article shall present it to the competent authority as regulated in Article 6 of this Circular for approval and issuance of the List of Sources for Submission to Historical Archives at various levels;- The submission dossier includes: Official Dispatch requesting from the Historical Archives; explanatory notes for the List of Sources for Submission; Appraisal Document by the head of the agency in charge of state management of archives at the Central and Provincial levels; Draft decision to issue the List of Sources for Submission.

Additionally, this Circular provides for the appraisal of the List of Agencies and Organizations under the sources required to submit documents to Historical Archives at various levels as follows:

- The Department of State Records and Archives shall appraise the List of Sources for Submission to Central Historical Archives per the request of the Director of the National Archives Center;- The Department of Home Affairs shall appraise the List of Sources for Submission to Provincial Historical Archives per the request of the head of the Provincial Department of Records and Archives.
