The Minister of Education and Training of Vietnam promulgates Circular 28/2024/TT-BGDDT dated December 31, 2024, prescribing the contents of specialized inspection in the field of education and internal inspection in educational institutions.

Circular 28: Inspection of management of extra teaching and learning in Vietnam from February 10, 2025

According to Article 7 of Circular 28/2024/TT-BGDDT, the contents of specialized inspection for preschool educational institutions, general educational institutions, and continuing education institutions are as follows:

- Issuance of documents, internal management regulations and dissemination, legal education; establishment of organizational structure; implementation of regulations on transparency in the field of education; internal inspection work and implementation of regulations on organization and operation according to Charter, Regulations on organization and operation of educational institutions.

- Implementation of professional regulations, education contents, and methods; management, selection, use of textbooks, educational materials, teaching equipment, and children's toys.

- Implementation of enrollment regulations, management, education of learners and policies for learners, management of diploma issuance.

- Private investment in education, management of extra teaching and learning.

- Conditions ensuring the quality of education; compliance with regulations on education quality accreditation.

- Implementation of regulations on collection, management, and use of tuition fees and other financial resources.

- Public transparency in activities of educational institutions belonging to the national education system as per the regulations of the Ministry of Education and Training.

- Implementation of other duties as prescribed by law.

Specialized inspection content for the Department of Education and Training of Vietnam

The specialized inspection content for the Department of Education and Training according to Article 5 of Circular 28/2024/TT-BGDDT includes:

- Assisting the district People's Committee to present to the same-level People's Council decisions, plans, programs, educational development projects suitable with the district's educational development strategy and local socio-economic development plans.

- Leading, cooperating with related agencies to present to the district People's Committee:

+ Issuance of guidance documents, implementation of legal documents on education; plans, programs, projects for educational development within the management scope in the locality upon receiving approval from competent authorities; implementation plan for the Scheme to innovate general education programs and textbooks in the district according to the province’s plan; legal documents on education within authority; suspension of activities for educational institutions under the division.

+ Approval of the Scheme to arrange, reorganize educational institutions under the management scope in the locality suitable with the local practical conditions, ensuring the conditions for educational quality assurance.

- Leading, cooperating with related agencies to implement state management functions of the district People's Committee on education according to the Government of Vietnam's division.

- Implementing recruitment, utilization, training for teachers, educational management officials, staff in public educational institutions under the district People's Committee's management as prescribed by law when authorized.

- Managing teaching and educational activities inside and outside schools; directing moral, lifestyle, school safety education activities; organizing the implementation plan for the Scheme to innovate general education programs and textbooks; carrying out and directing educational communication tasks in the geographical area.

- Regularly updating information about the team of teachers and educational management officials under management into the education sector database. Complete and promptly report annual policies on the transparency of education fields of the locality under management with the district People's Committee and Department of Education and Training as prescribed.

- Issuance of directive documents within authority; propagating, disseminating legal education regarding education.

- Directing and implementing inspection, complaint resolution, denunciation resolution, anti-corruption work, reporting, statistics, transparency on education for educational institutions under management authority of the district People's Committee.

- Implementation of other duties as prescribed by law.

Circular 28/2024/TT-BGDDT comes into effect from February 10, 2025.
