On October 24, 2024, the National Assembly Standing Committe of Vietnam issued Resolution 1238/NQ-UBTVQH on the reorganization of district-level and commune-level administrative units in Thanh Hoa Province for the period 2023 - 2025.

Merger of Dong Son District into Thanh Hoa City from January 1, 2025

Resolution 1238/NQ-UBTVQH of 2024 decides to merge the entire natural area of 82.87 km2 and a population size of 101,272 people of Dong Son District into Thanh Hoa City.

After the merger, Thanh Hoa City will have a natural area of 228.22 km2 and a population size of 615,106 people.

Thanh Hoa City borders Sam Son City and the districts of Hoang Hoa, Nong Cong, Quang Xuong, Thieu Hoa, Trieu Son.

Additionally, the arrangement of commune-level administrative units under Thanh Hoa City is as follows:

- Establishment of Rung Thong Ward based on the entire natural area of 5.96 km2 and a population size of 11,918 people of commune-level town Rung Thong.

Rung Thong Ward borders Dong Linh, Dong Tan, Dong Thinh Wards, and Dong Khe, Dong Tien, Dong Thanh Communes;

- Establishment of Dong Thinh Ward based on the entire natural area of 4.38 km2 and a population size of 7,630 people of Dong Thinh Commune.

Dong Thinh Ward borders Dong Tan Ward, Rung Thong Ward, and Dong Khe, Dong Minh, Dong Van, Dong Yen Communes;

- Establishment of Hoang Quang Ward based on the entire natural area of 6.30 km2 and a population size of 8,954 people of Hoang Quang Commune.

Hoang Quang Ward borders Dong Hai, Hoang Dai, Long Anh, Nam Ngan, Quang Hung Wards, and Hoang Hoa District;

- Establishment of Hoang Dai Ward based on the entire natural area of 4.67 km2 and a population size of 7,491 people of Hoang Dai Commune.

Hoang Dai Ward borders Hoang Quang Ward, Quang Hung Ward, and Hoang Hoa District;

- Merge the entire natural area of 0.87 km2, and a population size of 16,152 people of Tan Son Ward into Phu Son Ward. After the merger, Phu Son Ward will have a natural area of 2.70 km2 and a population size of 33,359 people.

Phu Son Ward borders An Hung, Ba Dinh, Dien Bien, Dong Linh, Dong Tan, Dong Tho, Dong Ve, Lam Son, and Ngoc Trao Wards.

After the arrangement, Thanh Hoa City will have 47 commune-level administrative units, including 33 wards: An Hung, Ba Dinh, Dien Bien, Dong Cuong, Dong Hai, Dong Huong, Dong Linh, Dong Son, Dong Tan, Dong Thinh, Dong Tho, Dong Ve, Ham Rong, Hoang Dai, Hoang Quang, Lam Son, Long Anh, Nam Ngan, Ngoc Trao, Phu Son, Quang Cat, Quang Dong, Quang Hung, Quang Phu, Quang Tam, Quang Thanh, Quang Thang, Quang Thinh, Tao Xuyen, Thieu Duong, Thieu Khanh, Truong Thi, Rung Thong and 14 communes: Dong Hoa, Dong Hoang, Dong Khe, Dong Minh, Dong Nam, Dong Ninh, Dong Phu, Dong Quang, Dong Thanh, Dong Tien, Dong Van, Dong Yen, Dong Vinh, and Thieu Van

Reorganization of commune-level administrative units under Sam Son City

Additionally, Resolution 1238/NQ-UBTVQH of 2024 also arranges commune-level administrative units under Sam Son City as follows:

- Establishment of Dai Hung Commune based on merging the entire natural area of 2.11 km2, and a population size of 7,054 people of Quang Dai Commune and the entire natural area of 3.94 km2, and a population size of 7,241 people of Quang Hung Commune. After establishment, Dai Hung Commune will have a natural area of 6.05 km2 and a population size of 14,295 people.

Dai Hung Commune borders Quang Minh Commune, Quang Vinh Ward; Quang Xuong District, and the East Sea;

- After the arrangement, Sam Son City will have 10 commune-level administrative units, comprising 08 wards and 02 communes.

Resolution 1238/NQ-UBTVQH of 2024 also arranges commune-level administrative units in several localities of Thanh Hoa Province, including district-level town Nghi Son and the districts of Hau Loc, Nga Son, Hoang Hoa, Ha Trung, Thach Thanh, Trieu Son, Yen Dinh.
