Resolution 106/2008/NQ-HDND on the main service development direction of Thanh Hoa province, Vietnam by 2020 is as follows:
Trade:
- Synchronously develop the trade system, building Thanh Hoa into one of the main commodity hubs of the North-South traffic route and the goods circulation route between the Northwest region and the northern provinces of Laos connected to Nghi Son Port and other regions nationwide...
- Build commercial centers, supermarkets in the city, district-level towns, border gates, district centers, and the system of markets and commercial points in commune-level towns, hamlets, and cluster centers to meet production and people's living needs..
- Invest in the construction of a modern commercial center in Thanh Hoa City...
Tourism:
- Rapid and sustainable development of the tourism industry into one of the important economic sectors with significant contributions to the economy...
- Synchronously build the tourism infrastructure of Sam Son to become a national tourism urban area before 2015...
Transport: Develop various forms of transport, combining the development of road transport with rail and waterway transport; exploit the advantages of the Nghi Son deep-water port cluster and the river port system to expand maritime transport and inland waterway transport...
Finance, Banking:
- Encourage banks both domestic and foreign, especially large regional and international financial organizations, to open branches or representative offices in the province.
- Promote the development of postal, telecommunications, and information technology to effectively contribute to socio-economic development and ensure national defense and security.
