Management and Use of Appraisal Fees for Security Conditions

On November 10, 2016, the Minister of Finance issued Circular 218/2016/TT-BTC stipulating the rates, collection policies, submission, management, and use of the examination fees for conditions in the security sector; examination fees for issuing security profession certificates; fees for issuing firework management permits; fees for issuing permits for the management of weapons, explosives, and supporting tools.

This Circular applies to fee payers, fee-collecting organizations for the appraisal of conditions in the field of security; testing fees for issuing professional protection certificates; licensing fees for fireworks management; licensing fees for the management of weapons, explosives, support tools, and other organizations and individuals related to the collection, submission, management, and use of appraisal fees in the field of security; testing fees for issuing professional protection certificates; licensing fees for fireworks management; licensing fees for the management of weapons, explosives, and support tools.

Organizations and individuals, when being appraised by competent police agencies to be issued with a certificate of eligibility for security and order to conduct business in various sectors and professions as prescribed, must pay appraisal fees for security conditions; individuals tested by competent state agencies to receive professional protection certificates must pay testing fees for such certificates.

Agencies and organizations, when being licensed by competent police agencies to manage fireworks entering or leaving Vietnam, must pay licensing fees for fireworks management; when being licensed to use, transport, purchase, carry, and repair weapons, explosives, and support tools, must pay licensing fees for the management of weapons, explosives, and support tools.

Competent police agencies for appraising security and order conditions; testing for issuing professional protection certificates; licensing for bringing fireworks into and out of Vietnam; licensing for the management of weapons, explosives, and support tools are fee and charge collecting organizations.

Circular 218/2016/TT-BTC is effective from January 01, 2017, and replaces Circular 193/2010/TT-BTC.
