On December 28, 2018, Circular 52/2018/TT-BLDTBXH stipulating the minimum knowledge volume and competency requirements that learners must achieve upon graduation from intermediate and college levels in the fields of agriculture, forestry, fishery, and veterinary medicine, was issued by the Ministry of Labor, Invalids and Social Affairs.

Under the regulation on the minimum amount of knowledge and the competency requirements that learners must achieve upon graduation from the intermediate and college level in the field of forest resource management, issued along with Circular 52/2018/TT-BLDTBXH, the minimum knowledge that learners must achieve upon graduation from the forest resource management intermediate program is as follows:
- Explain the structure and operation of a GPS device;
- Describe methods to determine forest area;
- List the benefits of forests and the necessary legal documents on forest protection and development management to educate the public;
- Explain basic knowledge in forest protection management, pest and disease control, forest fire prevention and control, management and conservation of rare and precious animal and plant species, forest development, and forest product exploitation management;
- Explain basic knowledge of politics, culture, society, law, national defense and security, physical education, and informatics as prescribed.
At the same time, the regulation specifies the level of self-autonomy and responsibility to be achieved upon graduation from the forest resource management intermediate program as follows:
- Have good moral qualities and a correct understanding of the profession, cooperate with colleagues, respect the law and the regulations at the workplace;
- Be honest and highly disciplined, work independently, be ready to undertake assigned tasks, and perform labor with high quality and productivity;
- Work independently under changing working conditions, bearing personal and partial group responsibilities;
- Perform predefined tasks, evaluate their work efficiency according to the assigned plans;
- Possess professional ethics, organizational awareness in labor, and respect for the agency or enterprise's rules;
- Be proactive, creative, scientific, and careful in work;
- Adapt well to difficult and arduous working environments;
- Always complete regularly assigned tasks efficiently.
