This is one of the responsibilities of the commune-level police when fire and explosion incidents occur, as stipulated in Circular 39/2015/TT-BCA regarding the assignment of responsibilities and coordination relations in the investigation and settlement of fire and explosion incidents by the Vietnam People's Public Security forces.

Article 4 of Circular 39/2015/TT-BCA stipulates the responsibilities of the commune-level police in the investigation and resolution of fire and explosion incidents in Vietnam as follows:
- Receive reports from individuals, agencies, and organizations about fires and explosions occurring in the locality, and promptly organize verification and clarification of the reports.
- When determining a fire or explosion, the commune-level police (abbreviated as "commune police") are responsible for notifying the Fire Prevention and Fighting Police Agency and the Rescue and Salvage Agency; simultaneously reporting to the Chairman of the commune-level People's Committee to organize forces and means for firefighting and reporting to the Chief of the district-level Police.
- Organize the rescue of injured persons, protect assets, and preserve the scene; coordinate to ensure security and order in the area of the fire or explosion as required by the competent authority.
- Detect and record traces and evidence left at the scene; find knowledgeable persons to take statements or clearly state their full name, age, address, identity card number (or citizen identification number), and phone number to serve the investigation. Report specific related situations and hand over completed tasks to the competent authority.
- Coordinate with the Investigation Agency, the Fire Prevention and Fighting Police Agency, and the Rescue and Salvage Agency in the investigation and resolution of the fire or explosion when required.
