On November 23, 2017, the Ministry of Information and Communications issued Circular No. 35/2017/TT-BTTTT providing detailed guidance on the implementation of mobile number portability.

Accordingly, the implementation of mobile number portability is guided by Circular 35 as follows:

- The mechanism for routing calls and messages originating from mobile subscribers to ported subscribers is applied in the form of "All Calls Query" (ACQ).

- The mechanism for routing calls and messages originating from fixed-line telephone subscribers of fixed telecommunication networks and private telecommunication networks serving Communist Party agencies, the State, defense, security to ported subscribers; from device systems of enterprises providing information content services on terrestrial mobile telecommunications networks to ported subscribers is applied in one of the following forms:

- "All Calls Query" (ACQ);- "Onward Routing";- "Calls Forward".

- The Donor Operator, Recipient Operator, and the Telecommunications Authority coordinate the technical process of number portability according to the workflow outlined in Circular 35.
