The following article contains guidelines for exploitation of data of officials and public employees, workers of Ho Chi Minh City, Vietnam from September 1, 2024, as stipulated in Decision 51/2024/QD-UBND.

On August 14, 2024, the Chairman of Ho Chi Minh City People's Committee issued Decision 51/2024/QD-UBND on the Regulation for updating, using, and exploiting data of officials and public employees, workers of Ho Chi Minh City.

1. Guidelines for exploitation of data of officials and public employees, workers of Ho Chi Minh City, Vietnam from September 1, 2024

According to the provisions of Article 9 of the Regulation issued with Decision 51/2024/QD-UBND of Ho Chi Minh City, the exploitation of data of officials and public employees, workers in Ho Chi Minh City, Vietnam is as follows:

- Officials and public employees, workers update, exploit, and use data in the City's Database with accounts provided by the Department of Internal Affairs and access the City's Database at https://csdlcbccvc.tphcm.gov.vn/.

- Entities allowed to use and exploit data of officials and public employees, workers:

+ Agencies, units managing and using officials and public employees, workers can study, exploit, and use information and data of their officials and public employees, workers in the City's Database to serve management work according to their competence.

+ Officials and public employees, workers can use all their information and data printed from the City's Database to review and update personal information.

- The Department of Internal Affairs uses data from the City's Database to aggregate and analyze the team of officials and public employees, workers, organizational structure, staffing, job positions, and other contents under the management domain of the Department of Internal Affairs to serve advisory and leadership, direction, and operation tasks of the City; and connect and share data with other related information systems of the City.

- Data of officials and public employees, workers in the City's Database, when exported as electronic documents, are digitally signed by the authorized person and digitally signed by the agency or unit managing officials and public employees, workers, these electronic documents have legal value equivalent to original paper documents.

- After the data is approved, officials and public employees, workers of agencies and units belonging to and directly under the City shall print their résumés from the City's Database to submit to the personnel organization department of the agency or unit managing the dossier of officials and public employees, workers upon request.

2. Guidelines for storing the database of officials and public employees, workers of Ho Chi Minh City, Vietnam from September 1, 2024

Storing the database of officials and public employees, workers in Ho Chi Minh City, Vietnam is specified in Article 10 of the Regulation issued with Decision 51/2024/QD-UBND of Ho Chi Minh City as follows:

- Data of officials and public employees, workers are stored in the City's Database and backed up monthly, at least three (3) months if a new backup version is available on a specialized storage device to prevent risks.

- The storage, backup must comply with the regulations of the Communist Party, laws on archival, state secret protection, personal information protection, safety, and information security.

More details can be found in Decision 51/2024/QD-UBND, which comes into force in Vietnam from September 1, 2024.
