Guideline on Processing Electronic Data for Issuance, Exchange, and Reissuance of Citizen Identification Cards

Electronic data requesting the issuance, replacement, or reissuance of Citizen Identity Cards at the National Citizen Identity Center is received and processed by officials involved in the issuance, replacement, or reissuance of Citizen Identity Cards according to the provisions of Article 9 Circular 48/2019/TT-BCA, specifically:

- For cases requesting the issuance of a Citizen Identity Card: Transfer the data of the applicant requesting the card issuance to the personal identification number department to assign the Citizen Identity Card number or verify the personal identification number if the citizen has declared a personal identification number.

- Cross-check to verify the fingerprints in the data requesting the issuance, replacement, or reissuance of the Citizen Identity Cards with the fingerprints in the Citizen Identity Database:

- For cases of issuing a Citizen Identity Card: If the fingerprints of the citizen are not in the Citizen Identity Database, verify the personal details of the citizen with the information in the Citizen Identity Database. If the fingerprints of the citizen are in the Citizen Identity Database, return the data to the originating data transfer point; compile a report to the Director of the National Citizen Identity Center proposing the Head of the Administrative Management Police Department for Social Order to handle according to the provisions of point b, d clause 2 Article 4 Circular 11/2016/TT-BCA.

- For cases of replacing or reissuing Citizen Identity Cards: If the fingerprints in the data match the fingerprints of the citizen stored in the Citizen Identity Database, verify the personal details of the citizen with the information in the Citizen Identity Database. If the fingerprints in the data do not match the fingerprints of the citizen stored in the Citizen Identity Database, return the data to the originating data transfer point; compile a report to the Director of the National Citizen Identity Center proposing the Head of the Administrative Management Police Department for Social Order to handle according to the provisions of point b, d clause 2 Article 4 of this Circular.

For the verification of the personal details of the citizen with the information in the Citizen Identity Database, it is performed as follows:

- In cases where the citizen's information is conformable, compile a report to the Director of the National Citizen Identity Center proposing the Head of the Administrative Management Police Department for Social Order to approve the issuance, replacement, or reissuance of the Citizen Identity Card.

- In cases where the citizen's information is incorrect or incomplete according to the regulations on issuance, replacement, or reissuance of the Citizen Identity Card, return the data to the originating data transfer point; compile a report to the Director of the National Citizen Identity Center proposing the Head of the Administrative Management Police Department for Social Order to handle according to the provisions of point b, d clause 2 Article 4 Circular 11.
