Guidance on Receiving Applications for Citizenship Identity Cards

Circular 11/2016/TT-BCA was issued by the Ministry of Public Security on March 4, 2016, providing specific guidance on the receipt of applications for the issuance of citizen identification cards.

Circular 11 stipulates that when citizens come to carry out the procedures for requesting the issuance, renewal, or reissuance of the Citizen Identification Card, the staff attending to citizens must require the applicant to fill out the Citizen Identification Card Declaration Form; check the citizen's information declared on the Citizen Identification Card Declaration Form, relevant documents, and collect them into a dossier.

- In case the citizen's declaration is conformable, proceed according to the regulations outlined below.- In case the citizen's declaration is not in accordance with regulations, guide the citizen to fill out the Citizen Identification Card Declaration Form again.

After receiving the complete dossier, the attending staff will compare the information in the citizen's dossier with the information in the National Population Database, the Citizen Identification Database, and resolve as follows:

- If the dossier meets all conditions, proceed according to the regulations on information collection.- If the dossier meets the conditions but the information is not complete or accurate, guide the citizen to supplement or re-declare. If any required documents are missing, provide written instructions to the citizen, specifying the content that needs to be supplemented. Once fully supplemented, proceed according to the regulations on information collection.- If, upon comparison, the information is found to be insufficient, return the dossier to the citizen and clearly state the reason in the Citizen Identification Card Declaration Form.- If the citizen does not have information in the National Population Database, request the citizen to present legal documents of the information to be recorded in the Citizen Identification Card Declaration Form for verification. After verification, if accurate, proceed according to the regulations on information collection.- In case of detecting any illegal acts, handle according to the regulations.
