Guidance on Conversion of Foreign Language and Information Technology Proficiency Levels for Officials

Officials and public employees need to note certain regulations regarding the conversion of foreign language and computer proficiency levels in cases where they wish to meet standards for promotion, salary increase, or as required by the position applied for in the competitive examination.

 Complete System of Legal Documents on Officials and Public Employees

Currently, the assessment of foreign language proficiency for officials and public employees is based on Circular 01/2014/TT-BGDDT on the 6-level Vietnamese language proficiency framework, effective from March 16, 2014.

Previously, foreign language certificates were issued according to Decision 177/QD-TCBT on the ABC Practical English program and Decision 66/2008/QD-BGDDT on the Continuing Education Practical English program.

Therefore, according to Official Dispatch 3755/BGDDT-GDTX and Official Dispatch 6089/BGDDT-GDTX, the conversion of foreign language certificates issued according to Decision 177/QD-TCBT and Decision 66/2008/QD-BGDDT to the 6-level framework specified in Circular 01/2014/TT-BGDDT is guided as follows:

- Level A according to Decision 177 and Level A1 according to Decision 66 are equivalent to Level 1 of the 6-level Framework.- Level B according to Decision 177 and Level A2 according to Decision 66 are equivalent to Level 2 of the 6-level Framework.- Level C according to Decision 177 and Level B1 according to Decision 66 are equivalent to Level 3 of the 6-level Framework.- Level B2 according to Decision 66 is equivalent to Level 4 of the 6-level Framework.- Level C1 according to Decision 66 is equivalent to Level 5 of the 6-level Framework.- Level C2 according to Decision 66 is equivalent to Level 6 of the 6-level Framework.

On the Conversion of IT Proficiency Levels

Article 23 of Joint Circular 17/2016/TTLT-BGDDT-BTTTT on the organization of exams and issuance of information technology application certificates stipulates:

- For training courses and the issuance of IT application certificates A, B, C (according to Decision 21/2000/QD-BGD&DT dated July 03, 2000, of the Minister of Education and Training on the issuance of the A, B, C IT application program) that are being implemented before the effective date of this Joint Circular, the implementation and issuance of certificates will continue until completion.- IT application certificates A, B, C that have been issued are equivalent in value to the basic IT application certificate.
