General technical regulations for motorcycle and moped frames effective from December 5, 2024, are stipulated in QCVN 30:2024/BGTVT issued together with Circular 20/2024/TT-BGTVT.

On June 3, 2024, the Minister of Transport of Vietnam issued Circular 20/2024/TT-BGTVT on the National Technical Regulation on motorcycle and moped frames.

General technical regulations for motorcycle and moped frames effective from December 5, 2024 in Vietnam

General regulations on technical standards for motorcycle and moped frames will be applied in accordance with QCVN 30:2024/BGTVT issued alongside Circular 20/2024/TT-BGTVT. To be specific:

(1) The structure and technical specifications of the frame must conform to the technical documentation provided by the testing registration facility:

- The frame weight deviation as registered by the testing registration facility must not exceed ± 10%.

- The thickness deviation of the main frame components (neck tube, main body, frame body) as registered by the testing registration facility must not exceed ± 10%.

- The cross-sectional dimension deviation of the main frame components (neck tube, main body, frame body) and other length dimensions as registered by the testing registration facility must not exceed ± 5%.

(2) The frame must be free of cracks and breaks.

(3) Welds on the frame (for frames with welded construction) must not be peeled or cracked.

(4) Joints on the frame such as riveted joints, bolted joints, other types of joints (if any) must be secure.

(5) The frame must have corrosion resistance by using manufacturing materials or protective coatings. The protective coating (if any) must not peel off or blister.

(6) The frame must be marked with a unique frame identification code on a fixed part of the frame or on a metal plate securely attached to the frame. The frame identification code can match the vehicle identification number (VIN).

If the frame identification code does not match the VIN, the frame identification code must include characters identifying the frame manufacturer, production line, design, year of production, and production sequence number (except in cases where the frame is imported for replacement or warranty).

Currently, general regulations on technical standards for motorcycle and moped frames are applied according to QCVN 30:2010/BGTVT, including the following points:


- The frame must be manufactured according to the design, and the manufacturing materials must comply with the technical drawings.


- Welds must be uniform, deep, and free of cracks and holes.


- The entire frame must be coated with rust-resistant paint, the paint must adhere firmly, be smooth and shiny, and not peel off, scratch, or blister.


- The content and structure of the frame number must match the vehicle identification number (VIN) and comply with TCVN 6578 “Road Vehicles - Vehicle Identification Number (VIN) - Content and Structure”.


- The position and inscription method of the frame number must comply with TCVN 6580 “Road Vehicles - Vehicle Identification Number (VIN) - Position and Inscription Method” and must be embossed on a fixed part of the frame that is not easily moved or replaced.

QCVN 30:2024/BGTVT specifies technical requirements and testing methods for two-wheeled motorcycle frames and two-wheeled moped frames (hereinafter referred to as frames).

This regulation does not apply to frames used for defense and security purposes.

Regarding the subjects of application, QCVN 30:2024/BGTVT applies to frame production, assembly, import facilities; two-wheeled motorcycle production, assembly facilities, and related organizations, individuals involved in testing, inspection, certification of technical safety quality for frames.

Refer to QCVN 30:2024/BGTVT in Circular 20/2024/TT-BGTVT effective from December 5, 2024.
