Research and report on assigning tasks, ordering enterprises for manufacturing high-speed railway carriages in Vietnam

With the aspiration for the nation's era of rise, the State must be the initiator, the people must support, and enterprises must join in contributing to the common development. With a spirit of not saying no, not saying difficult, not saying yes without action; based on harmonized benefits and shared risks among the State, enterprises, and the people, devoid of negativity, corruption, or wastefulness, the Standing Committee of the Government of Vietnam requires Ministries and agencies, based on their assigned functions, duties, and powers, to perform the following tasks:

- In the second quarter of 2025, research and report to the competent authority on the assignment of tasks and ordering of enterprises to implement major projects (such as laying tracks, manufacturing carriages in the construction of high-speed railways; tunneling, road construction; developing science and technology, innovation, digital transformation; developing renewable energy, hydrogen fuel, etc.).

- Urgently review and effectively address the proposals of enterprises in the attached Appendix, promptly inform businesses of the results; simultaneously send the processing results to the Prime Minister of the Government of Vietnam, with a copy to the Office of the Government of Vietnam and the Ministry of Finance for advice and handling before March 20, 2025.

- The Ministry of Finance shall take the lead in compiling the results of these proposals and send them to the Office of the Government of Vietnam before March 31, 2025, for reporting to the Prime Minister of the Government of Vietnam.

Thus, according to the aforementioned notification conclusion, in the second quarter of 2025, there will be research and reports to the competent authority on the task assignment and ordering of enterprises to implement major projects such as track laying, and carriage manufacturing in the construction of high-speed railways;...
