This is the content of Decision 696/QD-VPCP of 2023 regulating the functions, tasks, powers, and organizational structure of Departments, bureaus, and units under the Government Office of Vietnam.
1. Coordinate with the Department of General Affairs to develop and manage work programs of the Government and the Prime Minister; Monitor and urge ministries, ministerial-level agencies, Government agencies (hereinafter referred to as ministries and branches), People's Committees of provinces, and centrally run cities (hereinafter referred to as the Provincial People's Committee), relevant agencies and organizations implement the Government's working regulations; synthesize and evaluate the situation and results of implementing the work program of the Government, the Prime Minister and the Government's working regulations; report to the Government and the Prime Minister; develop Resolutions of regular monthly Government meetings, and report on the direction and administration of the Government and the Prime Minister.
2. Review, monitor, and urge the development and implementation of work programs and plans of the Government and the Prime Minister; recommend to the Prime Minister key tasks that need to be focused on direction and administration in a given period of time.
3. Verify order, procedures, handling authority and general advice on content (hereinafter referred to as verification); have independent opinions on schemes, projects, drafts of legal documents, reports according to the work programs of the Government, the Prime Minister and other tasks assigned by ministries, branches, and agencies, Provincial People's Committees, agencies and organizations submit to the Government and Prime Minister (including draft resolutions of the National Assembly and the National Assembly Standing Committee; draft decisions and orders of the President assigned to the Government to develop; draft joint resolution between the Government and the Central Committee of the Vietnam Fatherland Front and central agencies of socio-political organizations).
Coordinate with ministries, branches, provincial People's Committees, relevant agencies and organizations to specifically determine viewpoints, goals, and orientations for developing schemes and projects, draft legal documents, and then submit them to the Government and Prime Minister.
4. Complete the content, procedures, documents, and draft documents to submit to the Government and Prime Minister for consideration and decision on other regular tasks performed by ministries, branches, agencies, the Provincial People's Committee, agencies, and organizations.
5. Propose the Government and the Prime Minister to assign ministries, branches, provincial People's Committees, agencies, and organizations to develop mechanisms, policies, schemes, and projects; draft legal documents to submit to competent authorities for decision; or proactively research and propose mechanisms, policies, and administrative documents to submit to the Government and Prime Minister for consideration and decision.
6. Help the Prime Minister monitor, urge, and inspect the implementation of tasks, conclusions, and directions assigned by the Government and Prime Minister to ministries, branches, and agencies, the provincial People's Committee, relevant agencies, and organizations; recommend to the Prime Minister necessary measures to urge implementation, overcome shortcomings and limitations, ensure discipline, administrative discipline, and the effectiveness and efficiency of state management.
Coordinate with the Department of General Affairs to serve the Prime Minister's Working Group to inspect the implementation of tasks, conclusions, and directions of the Government and the Prime Minister in ministries, branches, and provinces.
Provincial People's Committees, agencies, and organizations.
Regularly update the results of the implementation of tasks assigned by the Government and Prime Minister to ministries, branches, provincial People's Committees, and organizations in the monitoring software system.
7. In case a project or project submitted to the Government or the Prime Minister has different opinions on the main contents, the Minister or Head of the presiding agency has discussed with the Minister and Prime Minister, and the Heads of relevant agencies have not yet reached a consensus or clarified different opinions, it is proposed that the Minister, Chairman, Prime Minister, or Deputy Prime Minister in charge of the field chair a meeting with leaders of ministries, branches, provincial People's Committees, relevant agencies, and organizations to exchange, agree on opinions, or clarify issues on which there are different opinions before submitting to the Government and Prime Minister.
8. Proactively follow up and understand the actual situation to promptly advise and propose to the Government and the Prime Minister to consider and direct the handling of urgent, outstanding, and pressing issues of public concern.
9. Based on the assignment and consent of the Minister and Chairman, to attend meetings and conferences of ministries, branches, People's Councils, Provincial People's Committees, relevant agencies, and organizations; request ministries, branches, provincial People's Committees, agencies, and organizations to provide relevant documents, data, and documents; and report on the implementation of tasks assigned by the Government and Prime Minister; proactively work with ministries, branches, provincial People's Committees, agencies, and organizations to understand the situation and serve the leadership, direction, and administration of the Government and Prime Minister.
10. Return to the sender and clearly state the reason or transfer the file to the competent authority for resolution for documents that are incomplete, do not comply with the order, procedures, or regulations, or are not within the Government's authority; the Prime Minister or the submitting agency does not clearly propose a solution according to regulations.
11. Develop schemes, projects, draft legal documents, and other documents when assigned by the Minister or Chairman.
12. Advise and propose opinions of Government leaders on issues and contents seeking opinions from Government members and Government leaders; documents and materials serving meetings of the Politburo, Secretariat, and Standing Committee of the Government; meetings and working sessions of Government leaders.
13. Preside and coordinate with the Department of Law and relevant units to verify reports, projects, and draft legal documents (except for laws and ordinances); other regular jobs, according to specialized fields, include: Checking legal documents; disseminating and educating the law; civil enforcement; judicial administration and judicial assistance; mutual legal assistance; specific bankruptcy cases; Consolidate the legal documents and legal codes of the legal system; monitor the law enforcement situation; Review, evaluate, and summarize the legal system (except for the content submitted by the Ministry of Justice, which is chaired and handled by the Department of Law).
14. Preside and coordinate with the Office of the Government Party Committee, relevant agencies, and units to verify the content and prepare documents to submit to the Central Executive Committee, Politburo, Secretariat, and Government Party Committee; attend meetings of the Government Party Committee; draft, collect opinions; receive, and complete the process of signing and promulgating the Resolution or announcing the conclusions of the Government Party Committee.
15. Preside and coordinate with the Department of General Economics and relevant units to submit to competent authorities for approval and adjustment of investment policies, decisions, and adjustments to investment decisions on programs and projects according to regulations (except for ODA projects, preferential loans, INGOS, and FDI projects chaired and handled by the Department of International Relations); verify reports, projects, draft legal documents, and other regular work on the management, use, and exploitation of public assets in the field of monitoring.
16. Preside and coordinate with the Department of State Administrative Organization and Public Affairs to submit to the Prime Minister the planning of the network of public service units; establish, reorganize, and dissolve consulting organizations, inter-sectoral coordination, and public service units (except for public service units under the Decree stipulating the functions, tasks, powers, and organizational structures of ministries, ministerial-level agencies, and agencies under the Government; Arrange and approve the list of public service units under ministries, ministerial-level agencies, and Government agencies chaired and handled by the Department of State Administrative Organization and Public Affairs); innovate the organization and operation of specialized public service units; Approve charters and monitor the activities of associations and funds in specialized fields (except for off-budget state financial funds chaired and handled by the Department of General Economics).
17. Preside and coordinate with the Department of National Assembly, Local and Union Affairs, and relevant units to prepare content to answer questions, serve supervision activities, and comply with supervision at the request of the National Assembly, the National Assembly Standing Committee, the Nationalities Council, National Assembly Committees, and National Assembly delegates to the Government and Prime Minister (except in cases where questions related to the functions and tasks of two or more units are handled by the Department of National Assembly, Local and Union Affairs); Prepare documents and content to serve Government leaders and Government Office leaders attending meetings of the National Assembly and the National Assembly Standing Committee; prepare programs, content, and serve meetings of Government leaders with local delegations with related content within the unit's functions, tasks, and monitoring scope.
18. Coordinate with the Department of International Relations to submit to competent authorities to decide on advocacy; project proposals, investment policies, and investment decisions on ODA projects, concessional loans, INGOS, and FDI; negotiate, sign, amend, and supplement international treaties and agreements on ODA capital and concessional loans.
19. Preside and coordinate with the Department of International Relations and relevant units to monitor and handle issues during implementation for ODA projects, preferential loans, INGOS, and FDI projects in the following industries and fields.
20. Coordinate with the Secretary-Editorial Department to edit and draft Government reports presented by the Prime Minister or delegated by the Deputy Prime Minister to present at the National Assembly; Report of the Government Party Committee presented by the Prime Minister to the Central Executive Committee and Politburo; articles, speeches, documents, and other reports of the Prime Minister.
21. At the request of the Deputy Prime Minister, preside over and coordinate with the Secretary - Editorial Department, Assistants, Secretaries of the Deputy Prime Minister and agencies and relevant units that draft, edit, and complete articles and speeches of the Deputy Prime Minister.
22. Coordinate with the Department of Administrative Procedures Control to perform the task of controlling administrative procedures and reforming administrative procedures; verify reports, projects, and draft legal documents on state administrative reform, improving the business environment, enhancing national competitiveness, national databases, specialized databases, and digital transformation.
23. Coordinate with the Department of Law and relevant agencies in summarizing, researching, drafting, revising, completing, verifying, and submitting to the Government and Prime Minister proposals for developing laws and ordinances; law and ordinance projects according to regulations.
24. Coordinate with the Department of National Assembly, Local and Union Affairs, the Department of Internal Affairs, and relevant units to help the Government and Prime Minister in working relations with agencies of the Party, National Assembly,
Standing Committee of the National Assembly, President, Central Committee of the Vietnam Fatherland Front, central agencies of socio-political organizations, Supreme People's Court, Supreme People's Procuracy
25. Coordinate with the Department of Agriculture to verify draft legal documents, mechanisms, policies, strategies, planning, programs, and projects in the field of environment; preside and coordinate with the Department of Agriculture and relevant agencies and units to handle environmental issues in specialized fields.
26. Coordinate with the Government Electronic Information Portal to prepare content and serve information assurance activities to serve the leadership, direction, and administration of the Government, Prime Minister, Minister, Chairman, including: Government press conference, Government Office; Make press releases and provide information to the press; give interviews to the press; Invite the press to attend sessions, conferences, meetings, business trips abroad, localities, and establishments; provide media information about the Party's policies and guidelines, the State's policies and laws, and the leadership, direction, and administration activities of the Government and the Prime Minister.
27. Coordinate with the Administration Department to summarize and provide professional guidance on office work for the Offices of ministries, branches, and Provincial People's Committee Offices.
28. Coordinate with the Department of Personnel and Organization in organizing the apparatus; recruitment, use, management, and implementation of regimes and policies for officials, civil servants, public employees, and workers; nominate civil servants to participate in Steering Committees, Committees, Councils, interdisciplinary coordination organizations, Drafting Boards, and Editorial Teams.
29. Build a database to serve the professional work of the unit and the Government Office. Provide information and data to the unit assigned to preside over the development of reports and documents for the Government, the Prime Minister and the Government Office.
30. Implement international cooperation projects to support the Government Office when assigned by the Minister and Chairman; manage and store records and documents according to regulations.
31. Perform other tasks and powers assigned by the Prime Minister, Deputy Prime Ministers or Ministers, Heads, and Deputy Heads.
