Regarding this issue, LawNet would like to answer as follows:
On March 16, 2024, the Minister, Head of the Government Office issued Decision 142/QD-VPCP on Plan to implement Directive 04/CT-TTg of the Prime Minister in 2024 on continuing to promote the implementation of Scheme 06 of the Government Office for 2024 and the following years.
Specifically, Plan to implement Directive 04/CT-TTg in 2024 of the Prime Minister on continuing to promote the implementation of Scheme 06 of the Government Office for 2024 and the following years will include the following tasks:
- Develop and promulgate a Plan to deploy and implement Directive 04/CT-TTg of the Prime Minister in 2024 on continuing to promote the implementation of Scheme 06 of the Government Office for 2024 and the following years.
- Verifying schemes, projects, draft legal documents on information technology, digital transformation, building e-government, e-governance, National database, information security, network security, and the information technology sector.
- Participate in amending and supplementing legal documents according to the results of reviewing documents to serve the implementation of Project 06
- Coordinate with the Ministry of Justice in urging and completing plans to simplify slow administrative procedures implemented according to 19 thematic Resolutions of the Government for the period 2017–2018.
- Develop and submit to the Government for promulgation a Decree regulating the implementation of electronic communication to receive, resolve, and return results for 02 groups of administrative procedures: “Registration of birth, registration of permanent residence, issuance of health insurance cards for children under 6 years old; registering death, canceling permanent residence registration, handling funeral and survivorship expenses" according to simplified order and procedures.
- Research and develop guidance documents on the model of Single-Window Department providing public services in the direction of combining one-stop departments of administrative units at all levels in the area; evaluate and summarize after the pilot to develop the model on a large scale.
- Coordinate with localities: Hanoi, Ho Chi Minh City, Quang Ninh Province, and Binh Duong Province to organize pilot implementation.
- Coordinate with the Ministry of Public Security to advise the Government and submit to the National Assembly Standing Committee a proposal to develop a Law on personal data protection.
- Coordinate with the Ministry of Information and Communications to research and amend legal documents related to the issuance and management of public digital signatures to ensure convenience for organizations and individuals in signing papers and documents when performing online public services; amend Decree 130/2018/ND-CP according to shortened order and procedures, in accordance with the newly passed Law on Electronic Transactions, which takes effect on July 1, 2024.
- Coordinate with the Ministry of Information and Communications to develop a Decree amending and supplementing Decree 73/2019/ND-CP of the Government regulating investment management of IT applications using state budget capital.
- Organize, deploy, inspect, and urge ministries, branches, and localities to restructure processes and operations, and complete the provision of essential public services on the National Public Service Portal according to Decision 206/QD-TTg dated February 28, 2024, to ensure a maximum reduction of paperwork, travel time, and implementation costs.
- Urge ministries and branches to develop and promulgate according to their authority or submit to the Prime Minister to promulgate interconnected electronic procedures for interconnected administrative procedure groups according to Scheme 06 and Decision 206/QD-TTg dated February 28, 2024; announce and publicize the list of administrative procedures eligible to perform full and partial online public services and update the national database on administrative procedures.
- Urge the People's Committees of provinces and centrally run cities to have policies to exempt and reduce fees and charges for using online public services and online payments.
- Monitor, guide, and urge to accelerate the progress of digitizing records and results of resolving administrative procedures in the process of receiving and resolving administrative procedures according to the provisions of Decree 45/2020/ND-CP; Decree 107/2021/ND-CP, linking digitalization with the performance of duties of officials in the process of resolving administrative procedures; people and businesses are not required to provide documents; the results of resolving administrative procedures have been digitized in accordance with regulations.
- Take the lead in guiding ministries, branches, and localities to integrate, connect, share, and exploit the results of digitizing records and resolving electronic administrative procedures between information systems for resolving administrative procedures at ministerial and provincial levels through the National Public Service Portal.
- Urge localities to deploy a database of administrative procedure records as prescribed in Clause 10 of Article 23 of Circular 01/2023/TT-VPCP to store data on handling administrative procedures on the Information System for handling administrative procedures at ministerial and provincial levels.
- Review and urge ministries, branches, and localities to upgrade and complete information technology infrastructure; Upgrade and complete the information system for handling administrative procedures at ministerial and provincial levels on the basis of consolidating the Public Service Portal and the electronic one-stop information system of ministries, branches, and localities; Integrate and provide 100% online public services on the National Public Service Portal in 2022.
- Implement direction, administration, and evaluation of service quality for people and businesses based on real-time data according to Decision 766/QD-TTg in 2022 of the Prime Minister, ensuring openness, transparency, individualizing responsibility, promoting the role of the leader, and strengthening discipline and administrative discipline.
- Verify the draft Decree stipulating the list of national databases: building, updating, maintaining, exploiting, and using national databases according to simplified procedures.
