Functions of the Steering Committee of the facility according to Circular 01/2010/TT-BGTVT (Illustrative Image)

Article 11 of Circular 01/2010/TT-BGTVT stipulates the functions of the Steering Committee of the facility as follows:

- Conduct inspections of constructions related to flood and storm prevention; respond to incidents, natural disasters and rescue operations, and identify critical constructions at risk of impact from floods, storms, incidents, and natural disasters; inspect houses, warehouses, materials, construction equipment, communication facilities, backup equipment, etc., before the rainy season.

- Develop specific, detailed plans for flood and storm prevention; respond to incidents, natural disasters, and rescue operations suitable to the nature and production tasks of the unit; coordinate with local authorities to implement appropriate measures to proactively prevent floods and storms; respond to incidents, natural disasters, and rescue operations.

- Participate in the following tasks:

- Develop designs and estimates for protective constructions, reinforcement, repairs, and recovery from floods, storms, incidents, and natural disasters;- Participate in directing repairs, reinforcements, and protection of constructions;- Procure, stockpile, and preserve materials, equipment, and means for flood and storm prevention; respond to incidents, natural disasters, and rescue operations appropriately, promptly, in the right quantity, type, and quality;- Allocate human resources, implement patrol policies, and station guards at critical constructions and key areas during the rainy, flood, and storm seasons.

- Directly organize command and recovery operations to mitigate the damage caused by floods, storms, incidents, and natural disasters to ensure smooth transportation and restore production as quickly as possible in any situation. Receive directives and coordinate forces from higher-level Steering Committees for flood and storm prevention; respond to incidents, natural disasters, and rescue operations, or from competent authorities.

- Regularly communicate with higher-level Steering Committees for flood and storm prevention; respond to incidents, natural disasters, and rescue operations, or with higher management agencies to promptly obtain information about flood, storm, incident, and natural disaster situations.

- Organize summaries, draw experiences, and propose commendations and disciplines for individuals and groups in the unit's flood and storm prevention, incident response, natural disaster, and rescue operations.
