This is a noteworthy provision mentioned in Circular 48/2019/TT-BCA amending and supplementing several articles of Circular 11/2016/TT-BCA dated March 04, 2016, stipulating the procedures for the issuance, renewal, and re-issuance of Citizen Identification Cards.
The responsibilities of the National Citizen Identification Center are stipulated in Circular 48/2019/TT-BCA as follows:

- Return the Citizen Identification card to the unit that received the original application for issuance, reissuance, or replacement of the Citizen Identification card;- Return the data on the results of resolving the issuance, reissuance, or replacement of the Citizen Identification card to the Administrative Management Police Department for Social Order where the data was transferred;- Update the data on the approval results of the issuance of the Citizen Identification card, and the information of citizens to the National Population Database and propose the cancellation of personal identification numbers (if any) as per regulations.
In addition, this Circular also stipulates the responsibilities of relevant agencies in managing, resolving the issuance, reissuance, or replacement of Citizen Identification cards as follows:
- Administrative Management Police Department for Social Order receives the data on the approval results of the issuance, reissuance, or replacement of the Citizen Identification card that is returned for management per regulations and returns the data on the approval results of the issuance, reissuance, or replacement of the Citizen Identification card to the place where the data was transferred.- The unit receiving the original application for issuance, reissuance, or replacement of the Citizen Identification card is responsible for:
- Receiving, updating the data on the approval results of the issuance, reissuance, or replacement of the Citizen Identification card that is returned for management per regulations;
- Receiving the adjusted household registration book from the registration and residence management section to return it to the citizen (if any);
- Returning the Citizen Identification card, Certificate of Identity Card Number (if any), Household Registration Book (if any); collecting, corner-cutting, and returning the Identity Card to the citizen per regulations (if any). For citizens who register to receive results at the requested address, deliver the Citizen Identification card, Certificate of Identity Card Number (if any), Household Registration Book (if any) to the delivery service unit for returning to the citizen.
- Transferring the application for issuance, reissuance, or replacement of the Citizen Identification card to the Citizen Identity Archive per regulations.
