On January 21, 2008, the Government of Vietnam issued Decree 08/2008/ND-CP regarding the adjustment of administrative boundaries of communes and wards, and the establishment of wards under the city of Phan Rang - Thap Cham.

Decree 08/2008/ND-CP stipulates the establishment of wards in Phan Rang - Thap Cham city as follows:
- Adjust 11.2 hectares of natural area and 1,262 inhabitants from My Dong ward; 133.01 hectares of natural area and 2,512 inhabitants from Van Hai commune to My Hai commune for management.- Adjust 2.72 hectares of natural area from My Hai commune to Tan Tai ward for management; 1.03 hectares of natural area and 6 inhabitants from My Hai commune to Thanh Son ward for management.- Establish My Binh ward in Phan Rang - Thap Cham city based on the adjustment of 495.76 hectares of natural area and 8,076 inhabitants from My Hai commune.- Establish My Hai ward in Phan Rang - Thap Cham city based on the remaining 221.70 hectares of natural area and 4,919 inhabitants of My Hai commune.- Establish Van Hai ward in Phan Rang - Thap Cham city based on the entire 927.11 hectares of natural area and 13,909 inhabitants of Van Hai commune.- After adjusting administrative boundaries and establishing the wards:- Phan Rang - Thap Cham city has 7,889.74 hectares of natural area and 175,826 inhabitants, with 16 subordinate administrative units, including the wards: Do Vinh, Bao An, Phuoc My, Phu Ha, Dai Son, Thanh Son, Kinh Dinh, My Huong, Tan Tai, Dao Long, Dong Hai, My Dong, My Binh, My Hai, Van Hai and the commune of Thanh Hai.
