On February 11, 2025, the Prime Minister of the Government of Vietnam issued Official Telegram 14/CD-TTg on organizing the working delegation of the Members of the Government of Vietnam with localities to promote production and business, public investment, import and export, national target programs, striving to achieve and exceed the growth target for 2025.

In order to promptly resolve difficulties and obstacles, boost production and business, strongly promote public investment, import and export, and the 03 national target programs, striving to achieve and exceed the growth targets set for 2025, the Prime Minister of the Government of Vietnam requests:

- The Deputy Prime Ministers of the Government of Vietnam, Ministers, and Heads of Governmental Agencies to periodically (or when necessary) organize working delegations with localities, focusing on the following:

+ Urging the implementation of the growth scenarios of each locality for 2025 as assigned in Resolution 25/NQ-CP dated February 5, 2025, by the Government of Vietnam, to successfully achieve the national growth target of 2025 at 8% or higher, creating a solid foundation to achieve double-digit growth in the period 2026 - 2030.

Particularly focus on guiding localities to accelerate public investment disbursement, leading private investment, revamping traditional growth drivers (investment, consumption, export) while promoting new growth drivers such as digital economy, green economy, circular economy, creative economy, sharing economy... Inspecting and urging the construction of quarterly growth scenarios for localities to achieve annual targets. Diversifying markets, supply chains, and production chains to unlock output for production and business.

+ Reviewing and comprehensively evaluating the results of handling local proposals at previous meetings, clearly identifying issues that remain unresolved or are not conclusively resolved, identifying objective and subjective reasons (especially the implementation of private investment projects, public-private partnership investment, and outstanding public investment) and setting out specific tasks and solutions to address these issues with the spirit of “5 clear: clear person, clear task, clear responsibility, clear authority, clear deadline, clear product”.

+ Continuing to grasp and handle within authority or propose to competent authorities to address difficulties and obstacles, promote production and business, create jobs and livelihoods for people, disburse public investment capital, import and export, infrastructure development, social housing, and the campaign to eliminate temporary and dilapidated housing, and national target programs in the area.

+ Deploying effectively Resolution 57-NQ/TW dated December 22, 2024, by the Politburo and the Government's action program implementing Resolution 57-NQ/TW on breakthroughs in science and technology development, innovation, and national digital transformation (promulgated in Resolution 03/NQ-CP dated January 9, 2025), resolutions on regional development by the Politburo, and regional development plans approved by the Prime Minister of the Government of Vietnam.

+ Reporting to the Prime Minister of the Government of Vietnam on the results of the work no later than 03 days after the conclusion of the working trip; sending a copy to the Ministry of Planning and Investment and the Office of the Government of Vietnam for synthesis.

- Requesting the Secretaries of the Provincial Party Committees, City Party Committees, and Chairpersons of Provincial People's Committees and Cities directly under the Central Government to preside over the preparation of content for working reports with the working delegation of the Government of Vietnam members.

- The Office of the Government of Vietnam, according to the assigned functions and duties, monitors and urges relevant agencies and units to implement this Official Telegram; cooperate with the Ministry of Planning and Investment to promptly report to the Prime Minister of the Government of Vietnam any obstacles and difficulties during implementation.
