Ensuring the new organizational structure of the Government of Vietnam operating from March 1, 2025

The Government of Vietnam requires Ministers, Heads of ministerial-level agencies, agencies under the Government of Vietnam, Chairmen of the People's Committees of provinces, central-affiliated cities to thoroughly, synchronously, decisively, and effectively implement the tasks and solutions for socio-economic development according to the conclusions of the Central Committee, the Politburo, Key Leaders, Resolutions of the National Assembly, and the Government of Vietnam.

Simultaneously, thoroughly review the tasks in February and the first quarter of 2025 to focus on effective direction and implementation; one of the key tasks is to urgently complete the reorganization and streamlining of the governmental apparatus, enhancing the effectiveness and efficiency of the state administrative system in accordance with Resolution 18-NQ/TW.

For ministries, agencies, and localities according to their assigned functions, tasks, and authority:

(1) Implement decisively and ensure the progress of tasks related to the reorganization of the apparatus according to the conclusions of the Central Committee, resolutions of the National Assembly, directives of the Government of Vietnam, and the Prime Minister of the Government of Vietnam, preventing disruption or omission of work in ministries, agencies, and People's Committees, especially work directly related to people, businesses, other agencies, organizations, and relevant units.

Closely monitor and promptly address any arising obstacles, difficulties during the process of merging and integrating agencies; link the reorganization and streamlining of the administrative apparatus with restructuring the cadre and introducing innovations in work organization methods.

(2) Expeditiously complete and submit to the Government of Vietnam decrees concerning functions, tasks, and powers of ministries, ministerial-level agencies, and agencies under the Government of Vietnam according to the new administrative apparatus, to be completed before February 15, 2025, and ensure they become operational from March 1, 2025; review, amend under authority or propose amendments and supplements to related legal documents concerning the consolidation of the administrative apparatus.
