On January 24, 2025, the Central Executive Committee issued Conclusion 121-KL/TW summarizing Resolution 18-NQ/TW of 2017 on issues related to continuing innovation, arranging the organizational structure of the political system to be streamlined, effective, and efficient.

The Central Executive Committee of the Communist Party approved the proposal for streamlining the organizational structure of agencies of the Government of Vietnam as follows:

- Merging ministries: the Ministry of Planning and Investment and the Ministry of Finance into the Ministry of Finance; the Ministry of Construction and the Ministry of Transport into the Ministry of Construction; the Ministry of Agriculture and Rural Development and the Ministry of Natural Resources and Environment into the Ministry of Agriculture and Environment; the Ministry of Information and Communications and the Ministry of Science and Technology into the Ministry of Science and Technology; the Ministry of Labor, Invalids and Social Affairs and the Ministry of Home Affairs into the Ministry of Home Affairs.

- Establishing the Ministry of Ethnic and Religious Affairs based on the Ethnic Committee by adding the function, tasks, and organizational structure for state management of religion from the Ministry of Home Affairs.

- Agreeing on the policy to reorganize the inspection system based on arranging and reorganizing the Government Inspectorate and the current local and specialized inspection agencies.

- Approving the policy to arrange the organizational structure of local police in the direction of "comprehensive province; strong commune, staying rooted", without organizing district-level police. For island districts, a police station will be arranged (for those without a commune-level administrative unit). Piloting to not establish party organizations in police units at the district level, district-level towns, cities under the province, and cities under the central management.

Organizational structure of the Government of Vietnam for the 2021-2026 term

In Resolution 08/2021/QH15, the National Assembly decided on the organizational structure of the Government of Vietnam for the XVth National Assembly term, consisting of 18 ministries and 4 ministerial-level agencies, including:

1. Ministry of National Defense;

2. Ministry of Public Security;

3. Ministry of Foreign Affairs;

4. Ministry of Home Affairs;

5. Ministry of Justice;

6. Ministry of Planning and Investment;

7. Ministry of Finance;

8. Ministry of Industry and Trade;

9. Ministry of Agriculture and Rural Development;

10. Ministry of Transport;

11. Ministry of Construction;

12. Ministry of Natural Resources and Environment;

13. Ministry of Information and Communications;

14. Ministry of Labor, Invalids and Social Affairs;

15. Ministry of Culture, Sports and Tourism;

16. Ministry of Science and Technology;

17. Ministry of Education and Training;

18. Ministry of Health.

Ministerial-Level Agencies

19. Ethnic Committee;

20. State Bank of Vietnam;

21. Government Inspectorate;

22. Office of the Government of Vietnam.

In addition, in Resolution 20/2021/QH15, the National Assembly decided on the composition of members of the Government of Vietnam for the XVth National Assembly term, consisting of 27 members as follows:

- Prime Minister of the Government of Vietnam;

- 4 Deputy Prime Ministers of the Government of Vietnam;

- 18 Ministers of ministries: National Defense; Public Security; Foreign Affairs; Home Affairs; Justice; Planning and Investment; Finance; Industry and Trade; Agriculture and Rural Development; Transport; Construction; Natural Resources and Environment; Information and Communications; Labor, Invalids and Social Affairs; Culture, Sports and Tourism; Science and Technology; Education and Training; Health;

- 4 Heads of ministerial-level agencies: Minister, Chairman of the Ethnic Committee; Governor of the State Bank of Vietnam; Chief Inspector of the Government of Vietnam; Minister, Chairman of the Office of the Government of Vietnam.
